Description

The applicable North American Industry Classification System (NAICS) is 561730. The Bureau of Reclamation's Grand Coulee Project, Grand Coulee, WA, has a requirement for managing and maintaining the Washington Flats Wildlife Management Area (WFWMA) downstream from Grand Coulee Dam. The WFWMA is a mitigation area designed to provide wildlife habitat and public use opportunities. It's approximately 574 acres in size. The services are to be performed between April 1 and October 15, 2005. The contract will be awarded for the base year period with four, 1-year option periods. The work consists of the operation and maintenance of pumps and irrigation systems, the planting of crops and native grasses, fertilizing existing and newly planted vegetation, designing and planting additional vegetation groups, controlling noxious weeds, and the maintenance of Government-furnished equipment, fencing, and roads. These services will be purchased in accordance with FAR Part 12 and FAR Part 15. This requirement is SET-ASIDE FOR HUB ZONE . We will evaluate price, past performance, experience and capabilities of their proposed key personnel, the quality of their proposed work plan, and any innovative wildlife area management concepts they've proposed. These factors are subject to change and the offerors will need to review sections L and M of the solicitation when the solicitation is issued. The RFP, when issued, will include a contact point for offerors to contact before visiting the site. The solicitation will be available online on our regional website at www.usbr.gov/pn/contracts/service, on or about February 15, 2005. To be included on the offeror list, interested offerors must register on our website www.usbr.gov/pn/contracts/service. Telephone requests for the solicitation will not be accepted. We reserve the right to issue the solicitation on paper or CD-Rom if it becomes necessary, and if you are registered at our local website, you will be notified by email. We anticipate issuing a Request for Proposals (RFP) in mid-February, but all dates in this notice are subject to change. See numbered note 26.
