Description

The Bureau of Land Management New Mexico State Office has an upcoming requirement for Employee Assistance Program or EAP services for approximately 800 employees within the region that includes New Mexico, Texas, Oklahoma, and Kansas. The requirement involves detailed tasks subdivided into implementation and on-going activities. Implementation activities include, but are not limited to, training supervisors, employee orientation, confidential record-keeping development, and structuring of a quality assurance plan for the program. On-going activities include, but are not limited to, client referrals to resources, employee problem assessment, short-term counseling and crisis intervention, and consultation with managers and supervisors on Critical Incident Stress Management and education and outreach solutions. Request for Quotation GDQ051015 using the procedures prescribed by FAR Part 12 - Acquisition of Commercial Items in conjunction with FAR Part 13 - Simplified Acquisition Procedures will be issued on or by February 14, 2005. Award of contract will be made by March 21, 2005. Contract performance will begin immediately after contract award. Period of performance is one base year with up to a maximum of 4 option years. Evaluation criteria will include staff qualifications and related experiences that meet the government requirements described herein; technical approach addressing the implementation and the on-going activities; technical capacity; price; past performance history; and small business participation. All responsible sources are encouraged to submit a quotation which shall be considered by the agency, upon issuance of the formal solicitation. THIS IS NOT A SOLICITATION. This acquisition is a total small business set-aside. The associated NAICS code is 624190 with a small business size standard of $6M. PSC is R499.
