Solicitation Number FA8102-05-Q-0030 This solicitation is issued as a request for quote. Quotes due 4 March 2005 at 4:00 p.m (CST). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, listed below. IAW FAR 13.501(a)(1) acquisitions conducted under simplified acquisition procedures are exempt from the requirements in FAR Part 6 (Competition Requirements). This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-21, and Class Deviation 2003-o0003. UID requirements are applicable to this item IAW DFARS 252.211-7003 Applicable to: B-1 Aircraft Destination: FB2039 (Tinker AFB, Oklahoma) FOB: Origin Delivery: October 2005 Quantity Range: 75-95 each At this time, the requirement is for 82 each, however, quantities are subject to change within the given range prior to award, therefore, a quoted price is requested for the range listed. Qualification Requirements: N/A The anticipated award date will be 31 Mar 2005. Written and electronic procedures will be used for this solicitation. This item is coded 4Z. The acquisition of this item from the current source listed below is necessary to ensure standardization and interchangeability of parts. To: Texas Instruments Inc. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price and past performance factors as detailed below. Provision FAR 52.212-1, Instructions to Offerors ? Commercial applies to this acquisition. 52.212-2 Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: _1) Technical Capability______________________ _2) Price __________________________________ _3) Past Performance ________________________ Technical and past performance, when combined, are of equal importance when compared to cost or price. Quotes will initially be reviewed for technical acceptability. Technical Acceptability is based on the Contracting Officer?s review of the offerors quotes that affirms the intent to build the item listed in this combined synopsis/solicitation. Once technical acceptability is determined, the quotes will be ranked from lowest to highest dollar amount. Award will be made to the lowest priced, technically acceptable, responsible contractor. Responsibility is determined according to the contractor meeting the criteria listed in FAR 9.1; this constitutes the past performance evaluation. (b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer?s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government reserves the right to award one or multiple awards based on this acquisition. However, the Government reserves the right not to award a contract at all, depending on the quality of the quotes and prices submitted and the availability of funds.
