Description
NA The Volpe National Transportation Systems Center (Volpe Center) plans to issue a sole source Simplified Acquisition to the Massachusetts Institute of Technology, Cambridge, MA, to investigate the effects of simulator-platform motion on the initial training of airline pilots. Two studies previously conducted by the Volpe Center investigated the effect of platform motion on recurrent training and evaluation. In this study, the contractor will be required to support the Volpe Center in finalizing data collection procedures, assisting the technical preparation of the simulator for data collection, observe the process of data collection, analyze the data collected and interpret the results, and write reports on the study. This procurement will be conducted under Simplified Acquisition procedur es in accordance with FAR Part 13. Small business firms classified under NAICS Code 541990, Business Size Standard $6M, that are interested in proposing on this requirement must respond in writing no later than 15 days from the date of this publication. They must demonstrate advanced knowledge in airplane control theory, aerodynamics, and multivariate data analysis procedures using SAS software. They also must demonstrate that they have detailed and comprehensive knowledge of simulator technologies, in particular the visual, motion, and auditory cueing systems. They need to have in-depth knowledge of the literature pertaining to simulator fidelity requirements, including but not limited to the ones published in the framework of the FAA/Volpe Flight Simulator Human Factors Program. The y also must be intimately familiar with the rationale and procedures applied to the earlier studies conducted in the program. They must be acquainted with the simulator using and manufacturing communities, as well as the national and international bodies governing flight simulator use, by, e.g., participating in the appropriate professional organizations. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete this proposed purchase order based upon responses received to this notice would normally be considered, solely for the purpose of determining whether to conduct a competitive pr ocurement. The RFQ issuance will be on or about February 16, 2005. Small business firms will be required to submit a maximum of three but not less than two pages of documentation in support of the above for evaluation prior to receiving a solicitation.
