Description
This is a SOURCES SOUGHT SYNOPSIS. The North American Industry Classification System (NAICS) code is 541910. THERE IS NO SOLICIATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought is in support of market research being conducted by the National Highway Transportation Safety Administration (NHTSA) to identify capable potential sources interested in providing services for the "2006 Motor Vehicle Occupant Safety Survey". NHTSA is seeking sources to provide services for the NHTSA Motor Vehicle Occupant Safety Survey (MVOSS). This project will implement the sixth MVOSS, with data collection to begin at the onset of calendar year 2006. The 2006 MVOSS will require 12,000 interviews, averaging about 20 minutes apiece, completed during a two-to-three month period (with extensive amounts of callback and refusal conversion activities conducted over that time period). The estimated period of performance for this acquisition will be fourteen (14) months after the effective date of the contract. The Government will use the information gathered from this Sources Sought to determine competition reservations and to develop the bidders list. The Government is seeking small businesses, if no eligible small businesses are found the Government intends to award this contract on a full and open basis. Interested contractors should posses documented expertise A minimum of 50 computer assisted telephone-interviewing (CATI) stations; A permanent staff of trained interviewers (minimum of 50), most of whom have been working for the firm for no less than a year. A permanent CATI programming staff that programs complex questionnaires on a regular basis (one or more per month). A permanent sampling staff whose responsibility at the firm is to generate and manage samples for surveys, with emphasis on probability-based samples. A statistician on staff. Data storage capabilities for a 20-minute (average time) survey with a minimum of 12,000 respondents. Quality control systems for interviewing, data entry, and data storage. Knowledge of occupant protection issues. All submitted information should be limited to no more than 10 pages, one-sided, minimum font size 10 and should be sent to Lamont O. Any requests for clarification must be received no later than three (3) business days prior to the close of this sources sought announcement in order to receive a timely response. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
