- In accordance with the Federal Aviation Administration (FAA) Acquisition Management System (AMS), Section 3.2.2.4, the purpose of this announcement is to inform industry of the basis for the FAA's decision to contract with a selected source via single source procedures. The FAA intends to enter into a single source contract with Barco Orthogon L.L.C. of Smithville, New Jersey, to provide rapid prototyping evaluations of Graphic User Interfaces (GUI's) in both the Target Generation Facility (TGF) and the Research and Development Human Factors Laboratory (R&DHFL). Barco Orthogon has developed an Air Traffic Control simulation platform called Distributed Environment for Simulation and Engineering Experimentation (DESIREE). DESIREE was developed using the ODS Toolbox to display traffic and other features. DESIREE incorporates C and C++ code to simulate NAS functionality and the Technical Center-developed TGF to provide targets. Work to be performed shall expand upon previously completed efforts. A competitive solicitation is not available for this procurement. If your firm does not agree with this single source determination, please provide evidence of your firm's capability and experience in providing the services outlined above and the FAA will evaluate that information accordingly.
