Description
The Department of Justice is developing an acquisition strategy for upgrading portions of various DoJ telephone systems and maintenance of existing legacy systems. As part of this process, we are seeking information about small businesses that are capable of providing the services. Please note that this is a market survey for informational purposes only and is not a Request for Proposals (RFP). There is no solicitation document available; no contract will be awarded based on this announcement; no reimbursement will be made for costs associated with responding to this announcement; and no telephone calls about this announcement will be accepted or acknowledged. All responses must be submitted via email in accordance with the instructions that follow. The Executive Office for U.S. Attorneys intends to: 1) purchase telecommunications equipment with follow on maintenance as required, and 2) maintain existing legacy systems. United States Attorneys? Offices are located in nearly every city in the United States and in each U.S. Territory. In approximately 260 of these locations, nearly every make and model telephone system manufactured in the past 12 to 15 years are installed and operational. Some will be replaced over time, but offerors must assume the existing systems must be maintained over the life of the contract. Many of the existing systems have exceeded their life cycle while others are obsolete due to several factors including manufactures no longer in business and no repair parts remain in the pipeline. The applicable North American Industry Classification System (NAICS) code is 517310, Telecommunications Resellers, with a size standard of 1500 employees. The successful vendor must meet the following mandatory requirements at the time of an award, 1) A current Secret Level Security Clearances for all employees performing work at DOJ locations. 2) Because of the wide variety of legacy systems which must be maintained the vendor must hold certification in Telephone Systems manufactured by Executone and Mitel. 3)Demonstrated familiarity with Proxim Lynx and Tsunami Radios. 4) The vendors?s past performance will be a major factor in an evaluation.. This will be a Best Value approach to contract award. Responses to this announcement must provide detailed, concise information about: 1) the company?s qualifications and experience in providing the required telephone system hardware within the past three years. Project information shall include the contract number, dollar value, period of performance, current status, and current point of contact information such as name, address, telephone number, and email address. 2) the company?s qualifications, certifications and experience in maintaining legacy systems such as Mitel and Executone within the past three years. 3) Venders must demonstrate the capability to perform within the continental U.S and Territories. 4) Address the company security clearance level. . In addition, the response must: (1) state small business size status (small, small disadvantaged, HUBZone, etc.); and (2) not exceed six pages. All responses must be submitted electronically to Gregory.L.Newsom@usdoj.gov and be received no later than February 11, 2005 at 2:00 PM local time.
