Description
The National Cancer Institute intends to negotiate with Archimage Associates, 4200 Montrose Boulevard, Houston, Texas, to adapt a self-administered, automated 24 hour recall utilized for children for use in adults. The purpose of this procurement is to create a self-administered automated multiple pass 24-hour dietary recall that could be administered both on the internet or a personal computer (PC). Under 41 USC 253(e)(1) and FAR citation 6.302-1, Archimage Associates is the only source with the pre-requisite experience in this area to complete the procurement based on existing automated self-automated self-administered 24-hour dietary recall for children. The reason for a justification for other than full and open competition is due to inherent duplication of costs to the government and unacceptable delays in completing the project make competition unfeasible. The ultimate goal is to create software for an attractive and easy to use self-administered, automated 24-hour recall and to make this software available on a public website, so that investigators could easily use the system at minimal or no cost in the future. All organizations responding to this Sources Sought Announcement must have the capabilities to design 24-hour dietary recall software in a self-administered PC or web environment that adheres to the passes, probes, and database of the current state-of-the-art interviewer-administered Automated Multiple Pass Method (AMPM) 24-hour recall methodology developed by the US Department of Agriculture (USDA). This requires that the software be designed to guide respondents through the following five passes: quick list, forgotten food list, time and occasion, food detail, and review. These passes require multi-level food probes to accurately assess food types and amounts, and function as multiple reminders to trigger respondents? memories of food consumed the previous day. In addition, the software must attractive and accessible to low literacy groups through the use of audio voice technology and must meet government guidelines for web use accessibility. Information furnished must not exceed 10 pages and should include an outline of previous similar projects and relevant literature shall be identified to assist the NIH in performing a proper evaluation of your capability statement.
