- The US Coast Guard has a requirement to replace aging; problematic; largely unsupported and obsolete low power, 125W and 1KW, High Frequency Transceiver Systems aboard the medium endurance cutter fleet. In addition to replacing the present system?s current capabilities the Coast Guard desires to implement replacement HF systems that will take full advantage of advancements in Automated HF Radio technology. The Coast Guard further desires a system that can be easily upgraded to take advantage of future advancements that may be necessary for interoperability with other Homeland Security and Government agency partners. Additionally the Coast Guard desires to replace its present unsupported systems with equipment that will be logistically supported by the equipment manufacturer in it?s present configuration, as well as with advanced technology upgrades for a reasonable and cost effective period of time. Furthermore the Coast Guard desires that the replacement system will be of a design that will enable rapid troubleshooting and quick repair of equipment casualties, and must be of a suitable size and weight for the space and weight limitations aboard the Coast Guard medium endurance fleet of cutters. The proposed contract is anticipated to be sole source to Thales Mackay Radio, Inc., 5249 Capital Boulevard, Raleigh, NC 27661-1457 for a base and four (4) options year. Thales Mackay Radio Inc. is considered the only source with the capabilities of providing these systems based on a study conducted by TISCOM, MLCA, and HQ. The US Coast Guard requires the replacement HF Transceiver System to meet the following minimum requirements: 1.5 ? 29.999 MHz Operational Transceiver Frequency Power Amplifier providing 125 W PEP Linear Power Output with operator selectable output power level control. Power Amplifier providing 1kW PEP Continuous Duty Linear Power Output with operator selectable output level control, and limited power operation upon module / component failure. USB; LSB; ISB; CW; AM; FSK Modes of Operation available within each transceiver system. Input Power Compatibility with 120/220 VAC Environmental Compliance with MIL-STD-810E 2nd Generation (2G) Automatic Link Establishment (ALE) Capability in compliance with MIL-STD-188-141B, Appendix A. Data Exchange Capability in compliance with MIL-STD-188-110B and STANAG 4055. TADIL A Link 11 Capability in compliance with MIL-STD-188-203-1A 19? Shipboard Rack Mountable equipment that utilizes no more than 30? vertical rack space per 1kW system and weighs less than 200 lbs per 1 kW system. The four system configuration that consists of two 125W circuits and two 1kW circuits, must utilize no more than 120? total vertical rack space. Software defined and programmable Man Machine Interface (MMI) radio control system. Available and supplied as a front panel local control, stand alone remote control and rack mount computer control. Automatic upon equipment power on and Operator initiated Built-In Test Equipment (BITE) testing that will identify 100% of any hardware fault to the Lowest Repairable Unit (LRU). m) Manufacturer supplied hardware that provides power efficient coupling/ matching capability with the Coast Guard Grounded Half Loop, Near Vertical Incidence Sky-wave (NVIS) antenna system throughout the transceiver operating frequency range, with a maximum VSWR of 2.0:1 and transmission efficiency greater than 15% while maintaining compliance with MIL-STD-188-141B, Appendix A. Based on the Coast Guard's requirements and a market research, it has been determined that Thales Mackay Radio, Inc. is the only source that can meet the Coast Guard's minimum requirements. If any interested sources other than Thales Mackay Radio, Inc. can provide a working available (COTS) system that demonstrates their ability to provide and meet all minimum requirements; a competitive acquisition will be conducted. This is not a request for competitive proposals, however, if all minimum requirements can be met and demonstrated, by submission of the following by 16 February 2005: 1. Commercial Specification Sheets 2. Narrative describing how the system meets all minimum requirements 3. Provide demonstration of equipment in the Tidewater Virginia, area the week of 1 March 2005. In the event that no other interested sources are received, a solicitation will be issued to Thales Mackay, Inc on or before 7 March 2005, and their proposal is due on or before 18 March 2005. The anticipated award date will be on or before 31 March 2005. Written and electronic procedures will be used for this solicitation. No telephone requests.
