Description
SOURCES SOUGHT NOTICE Please note: This amendment is to supercede the Pre-Solicitation Notice for PR-HQ-05-10133 issued on 11/10/04. Following the review of this sources sought notice, a determination will be made as to the set-aside status of this solicitation. A new issuance date for the RFP is forthcoming. The U.S. Environmental Protection Agency (EPA), Office of Solid Waste and Emergency Response/Emergency Response and Removal Division is conducting a Sources Sought/Market Survey FOR INFORMATION PURPOSES ONLY, to determine if there is a reasonable expectation that Service-Disabled Veteran-Owned Small Business (SDVOSB) firms possess and demonstrate the necessary technical capabilities to provide fast, responsive environmental cleanup services for hazardous substances/wastes/contaminants/ materials and petroleum products/oil in Puerto Rico and the U.S. Virgin Islands. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND/OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS OR E- MAILS REQUESTING A SOLICITATION WILL BE ACCEPTED OR ACKNOWLEDGED. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME, HOWEVER, A STATEMENT OF WORK (SOW) IS AVAILABLE at http://www.epa.gov/oam/srpod/index.htm#solam, underPuerto Rico and the United States Virgin Islands Emergency and Rapid Response Services (ERRS) PR-HQ-05-10133. All interested firms must submit a "Qualification Statement" with no more than 10 pages, addressing all tasks in the SOW. All interested firms must demonstrate that they can perform all tasks reflected in the SOW. The information provided in the Qualification Statement shall focus on the technical support services in the task provided in the SOW. Please include in the package, past performance with points of contacts (name and phone numbers), dollar value of the contract and type of contract. All interested firms will be evaluated on past performance and how they can demonstrate the performance of prior and existing contracts with similar service(s). The resultant contract will be a Fixed Rate/Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract, with an expected value between $9,000,000 and $11,000,000 over a 60 month period of performance. The expected labor hour utilization for the contract ranges between 57,000 and 59,000 regular hours and between 8,400 and 8,600 overtime hours over the 60 month period of performance. The NAICS code for this procurement is 562910, with a size standard of 500 employees. Responses should be mailed to the following: (1) U. S.
