Description
(i) This is a synopsis for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. A solicitation will be posted on or around 13 May 2004. (ii) The solicitation number will be FA4407-04-R-0003. (iii) The solicitation document and incorporated provisions and clauses will be those in effect through Federal Acquisition Circular (FAC) 2001-22. (iv) This will be solicited as Unrestricted. The associated North American Industry Classification System (NAICS) code is 441310 and the small business size standard is $6 million. (v) The solicitation will be available at http://www.eps.gov/. (vi) The solicitation package will include the Statement of Work (SOW) and Request for Proposal (RFP). (vii) This requirement is to provide a Contractor Operated Parts Store for the Logistics Readiness Squadron(Building 548) at Scott Air Force Base Illinois. It is the intent of the Government to make this a Five (5) Year contract, composed of a Base and Four (4) Option Years. Funds are not currently available for this requirement. Award will be contingent upon the availability of fiscal year 2005 funds. (viii) The provision at Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. (ix) The FAR provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: Basis for Award will be Best Value to the Government, in accordance with FAR Parts 12 and 15. Determination will be based on both Price and Past Performance Evaluation factors, not on price alone. If the lowest priced evaluated offer meets the requirements specified in the statement of work and has Exceptional Past Performance ratings, award shall be made to that offeror without further consideration of any other offers. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, MUST be submitted with the quote. The provision may be copied from website http://farsite.hill.af.mil/VFFARA.HTM. Quotes WILL NOT be considered without the completed provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clauses at subparagraph (b)(5), (b)(11), (b)(12), (b)(13), (b)(14), (b)(15), (b)(24), and (c)(1) of 52.212-5 are applicable. (xiii) The clause at FAR 52.232-18, Availability of Funds, and Defense Federal Acquisition Regulation (DFAR) 252.204-7004, Required Central Contractor Registration, apply to this acquisition. (xiv) All responsible sources may submit a quotation, which shall be considered by the Agency. (xv) Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DoD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov/.
