Description
Description (i) This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This proposed action is for services for which the Government intends to solicit and negotiate with one source, CoStar Group, Inc., under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements. Persons may identify their interest and capability to respond to the requirement (see xiv). THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. (ii) This solicitation HQ0095-05-R-0024 is a Request for Quote (RFQ) for subscription services with CoStar Group, Inc. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26, effective 19 January 2005. (iv) The applicable North American Industry Classification code is 518210. The Small Business Competitive Demonstration Program does not cover this procurement. (v) LINE ITEMS (CLINS): The period of performance under this contract is 5 years (1 base year of 12 months and 4-12 months option periods under a Firm Fixed Price Arrangement. CLIN 0001 Services, Non-Personal; CLIN 0002 Property; CLIN 0003 Tenant (vi) DESCRIPTION OF REQUIREMENT 1. STATEMENT OF SERVICES- GENERAL The contractor shall provide all personnel and research staff necessary to constantly collect, update, and input realestate market data into the CoStar application. GSA will have rights to use the multi-media package including aerial and building photographs for presentations and marketing applications. Provide access to a collection of computerized databases containing continuously updated information concerning commercial real estate in the National Capital Region operating area. The databases collectively provide a system of images, photos, floor plans, aerial photos, location maps, tax maps, tenant data, assessment data, for sale and sale comparables, space availability, of office, flex, and industrial locations located in specific geographic areas by name. This system runs as a unique software system known as CoStar which provides standardized information output in the form of reports and record, and is capable of unique ad hoc queries that generate end user customized reports from the data. The vendor updates the data nightly and is then automatically available each day by the users. Some information such as photos and maps are updated on a less frequent as needed basis. Connection shall be made to GSA National Capital Region?s LAN-WAN system that utilizes the Windows NT 4.0 operating system. Connection shall be provided to not more than 10 specific NCR sites and to not more than 150 NCR client computer units. Realty Information Group will train up to 10 power users who will go back to GSA and train GSA personnel on the CoStar application. The terms and conditions of the agreement include the attached limitations on the use of the information; its reports, maps, photos, and collective data as copyrighted material owned by the vendor. (vii) Delivery: Service is required from February 1, 2005 through February 1, 2006. (viii) The following provision applies to this acquisition: Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors-Commercial Items. The following provision is being added as an Addendum: FAR 52.214-31, Bidders may submit facsimile bids as responses to this solicitation. (ix) The following provision does not apply to this acquisition: FAR 52.212-2, Evaluation-Commercial Items. Award will be based on the best value to the Government, including the contractor?s ability to meet the solicitation requirements and price. (x) Offerors are to include a completed copy of provision FAR 52.212-3, Offeror Representations and Certifications- Commercial Items. (xi) The following provisions apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions ? Commercial Items. Addendum to the above clause is FAR 52.243-1 Changes ? Fixed Price. (xii) The following clause is applicable to this acquisition: FAR 52.212-5 entitled Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following FAR clauses within the aforementioned clause are being selected as applicable: 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-41, 52.222-42, 52.222-43, 52.222-44 and 52.232-33. (xiii) Other applicable clauses/provisions: FAR 52.217-5 Evaluation of Options, FAR 52.217-9 Option to Extend the Term of Contract, FAR 52.217-8 Option to Extend Services, FAR 52.232-18 Availability of Funds for Next Fiscal Year. DFAR 252.204-7004, Required Central Contractor (CCR) Registration, is applicable to this requirement. Vendors may obtain CCR information by calling 1-888-227-2423 or via the Internet at http://ccr.edi.disa.mil ONLY FIRMS REGISTERED IN CCR ARE ELIGIBLE FOR CONTRACT AWARD. (xiv) There is not a Defense Priorities and Allocations System (DPAS) number assigned to this acquisition. (xv) There is not a Numbered Note assigned to this acquisition.
