- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The simplified acquisition procedures of FAR Part 13 are applicable to this procurement. Solicitation number 9TFS-05-JEP-005 and Order number 9T4SJKIC448 is issued as a Request for Quotation (RFQ). The General Services Administration, Federal Technology Service is requesting a quotation for TEN (10) GL STUDIO SOFTWARE LICENSES IN A BUNDLE THAT WILL ENABLE EXISTING USG CBT COURSEWARE TO BE UPGRADED AND REVISED IN ORDER TO MEET A REQUIREMENT TO IMPROVE INTERACTIVITY AND STRESS PROCEDURAL TRAINING WITHING THE COURSEWARE. THIS PROCUREMENT IS IN SUPPORT OF COMNAVAIRPAC AND THEIR SUPPLY REQUIREMENTS ARE AS FOLLOWS: QTY: 10 GL STUDIO BUNDLE FOR RETROFITTING, UPGRADING, REVISING AND MAINTAINING EXISTING USG CBT COURSEWARE. INCLUDES 10 GL STUDIO 2-YEAR DEVELOPMENT LICENSES, MAINTENANCE AND UP TO 10 UNLIMITED RUNTIME LICENSES ? ONE UNLIMITED RUNTIME LICENSE FOR EACH DPA DELIVERY ORDER OF SITE INVOLOVED WITH THE RETROFIT, REVISION, MAINTENANCE, OR UPGRADE OF EXISTING CBT COURSEWARE. DEVELOPMENT LICESES ARE TRANSFERABLE WITHIN DPA TO OTHER EXISTING CBT COURSEWARE NEEDING REVISION, MAINTENANCE, OR UPGRADE IN THE EVENT WORK ON AN EXISTING PROJECT/SITES STOPS, COMPLETES, OR TRANSFERS BEFORE THE END OF THE 2-YEAR TIME PERIOD. AT THE END OF THE TWO YEARS, THE CUSTOMER WILL OWN 1 GL STUDIO PERMANENT DEVELOPMENT LICENSE. *INCLUDES 10 SEATS IN GL STUDIO IN-HOUSE TRAINING CLASS, MAXIMUN OF 4 STUDENTS PER TRAINING CLASS. MANUFACTURER IS DISTRIBUTED SIMULATION TECHNOLOGY, INC. This procurement is set aside for small business. The government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to this notice will be most advantageous, representing the best value to the government, price and other factors considered. The Government may award on an all or none basis or make multiple awards if it is in the best interest of the Government. Central Contractor Registration. Offeror will complete the information in 52.212-3, Offeror Representations and Certifications - Commercial Items and submit with response to this RFQ. The potential awardee will be required to register in the IT Solutions Shop at http://it-solutions.gsa.gov for the post-award process and the submission of invoices. All quotations must be received by 5:00 PM PST, February 08, 2005 to be considered by the government. No questions will be accepted after 5:00 PM PST, February 08, 2005.
