Contracting Office Address General Services Administration, Federal Technology Services (FTS), Area 7, Team 2, 500 Poydras St. New Orleans, LA 70130 Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is a Request For Quotes (RFQ). The General Services Administration, Federal Technology Services (FTS), Area 7, Team 2, 500 Poydras St. New Orleans, LA 70130 intends to issue commercial contract for FNBB21 25 Encrypted Devices (Type 1) Ship to: George Plowden, Commander, Naval Reserve Forces Command Bldg. 603, Rm. 384, 4400 Dauphine St. NEW ORLEANS, LA 70146. The Department of Navy requires the following items, BRAND NAME OR EQUAL, to the following: 25 FNBB21 Encrypted Devices Sectera Wireline Terminals. SALIENT REQUIREMENTS: (Overview) The Sectera? Wireline Terminal is a software architected solution capable of encrypting both voice and data. A compact, lightweight device, it interfaces simply with standard analog desktop handsets or attaches to a personal computer. It also provides secure voice communications for calls placed from Sectera Secure Wireless Phones for GSM to analog desk phones. The small footprint allows it to be used in a stationary environment with minimal space, or as a portable device easily transported to remote or temporary locations. The Sectera Wireline Terminal provides U.S. Type 1 National Security Agency (NSA) Certified encryption up to Top Secret level, using Type 1 encryption algorithms available to U.S. Government personnel. Moderately price, the Sectera Wireline Terminal enables more users to implement the security they should be using, but could not previously afford. Its simple operation makes secure calling virtually transparent, and improved technology offers voice quality equal to that of a call in the clear. SALIENT REQUIREMENTS (features) Incorporates the Sectera Architecture with Future Narrow Band Digital Terminal (FNBDT) Signaling for Secure Wireless and Wireline Interoperability. Provides Secure Voice, Secure Data, and Clear Data modes. Provide U.S. Type 1 NSA Certified Encryption. Interoperability between Type 1 and General Dynamics? TalkSECURE? Wireless and Wireline Products. Software Upgradeability allows users to incorporate latest enhancements. Small size and light weight provides portability. A standard 56 Kb modem provides enhanced data rates. Contains Security and Authentication Display and Voice Prompts to assist with Security Set Up. Includes standard AT Command Set, Secure Access Control, Access Control List, and Secure Dial. Access is via PIN, with support for Multiple Users. Supports U.S. Crypto Modernization. Provides a transition from STU-III/Sectel? 9600 to FNBDT standards. Device Independence Enables interoperable Security between virtually any wireless and Wireline device incorporating FNBDT signaling. Platform Independence (via FNBDT) enables interoperable security between vendor products. Application independence enables integrated information assurance for voice, data, networks, and PKI. Supports U.S. Government Type 1 security. Fully software programmable KG with software update capability. Terminal specifications: Size: 5.0? width, 1.3? height, 4.6? depth. Weight: 10 oz., Volume 30 cu in. This solicitation is for 100% Small Business. However, all responsible sources will be considered for evaluating the determination to issue the contract. The RFQ document and incorporated provisions and clauses are those in effect through FAC 01-25. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following FAR clauses in paragraph (b) of FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, will apply: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-34. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. FAR 52.212-2 Evaluation-Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
