- NAICS Code: 336391 The U.S. Environmental Protection Agency (EPA), Climate Protection Partnerships Division (CPPD) intends to issue a sole source purchase order to Red Dot Corporation to do field testing of a prototypical direct-expansion off-road HFC-152a vehicle air-conditioning system. This effort is a continuation of testing that has already been completed by Red Dot. Specifically, Red Dot has completed testing, in a controlled environment, of both a standard air-conditioning system, HFC-134a, and a new air-conditioning system, HFC-152a. CPPD works with businesses, organizations, governments, and consumers to reduce emissions of the greenhouse (GHG) gasses that contribute to global climate change by promoting greater use of energy efficient and other cost-effective technologies. One of the largest sources of GHG gas emissions is mobile air conditioning (MAC). Off-road vehicles such as mining, construction, and agricultural equipment also use MAC, but have often been overlooked as a source of MAC-related GHG emissions. Currently, these off-road vehicles use HFC-134a refrigerant, which is a powerful GHG. Large reductions in GHG emissions would occur if these off-road vehicles switched to a climate-friendlier air-conditioning refrigerant such as HFC-152a. In order to facilitate a transition to more climate-friendly refrigerant EPA must evaluate the alternatives. The objective of this project is to evaluate the most promising alternative off-road MAC refrigerant. This refrigerant is HFC-152a. As a refrigerant itself, HFC-152a is better because it has a much lower global warming potential. HFC-152a may also provide equal or better energy efficiency to HFC-134a systems, resulting in lower indirect GHG from fuel consumption. Results of the tests will be presented at future conferences and will help EPA facilitate the transition to climate-friendly MAC refrigerants, thereby helping the environment and advancing the goal of CPPD. The Red Dot Corporation is uniquely qualified to do this work because of their unique position in the off-road air-conditioning industry and previous work testing the standard and new air-conditioning systems. Additionally, Red Dot has expertise, preparedness, location, credibility, and experience. Red Dot is one of the leading firms in the industry with nearly forty years of experience in the mobile heating, ventilation, and cooling field. They are currently a leading manufacturer of HVAC products for the heavy vehicle industry. Their MAC systems are used in a variety of off-road vehicles, including: agriculture, marine, material handling, mining, rail maintenance, construction, crash, fire & rescue, and forestry vehicles. Red Dot not only manufactures off-road MAC technology, they also do engineering design, advanced environmental unit and vehicle testing, and service personnel training for end users. This puts them in a unique position to speed new technology to the market. They have experience with the new HFC-152a technology and have facilities needed to perform the test which will really test the durability and performance of this new off-road AC system. Additionally, they have facilities in an ideal location: Australia. Australia's harsh climate and dusty outback make for a perfect experimental setting: they will really test the durability and performance of this new off-road AC system. Finally, Red Dot is recognized by the environmental programs of both the governments of the United States and of Australia, and are recognized by the Australia/US Climate Action Plan. This is an important criterion for the validation of technical results. The NAICS code for this procurement will be 336391. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE.
