Description
Sources Sought/Notice of Intent to Negotiate with One Source. The proposed contract action is for services for which the Government intends to solicit and negotiate with PSOMAS, the current onboard designer for the El Dorado Irrigation District (EID ) (Sponsor), El Dorado County, CA for the entire upgrade for Phases I, II, and III of the Deer Creek Waste Water Treatment Plant (WWTP). PSOMAS is under contract with EID as the Construction Manager for the Phase I and is performing Construction Phase Ser vices for Phase II. PSOMAS also designed Phase III of the WWTP (EQ system and generator Building). The Corps of Engineers, Sacramento District is responsible for the construction of Phase III of the WWTP. In order to provide continuity between design an d the construction manager (Corps) EID requests that PSOMAS perform Phase III Construction Phase Services under the Corps contract. PSOMAS is an expert in the field of WWTP and has been performing design, design construction services and construction mana gement for over 15 years. Their previous and current work on the Deer Creek WWTP provides PSOMAS with the unique knowledge and qualifications to perform Construction Phase Services (including design) for the portion of the proposed Deer Creek WWTP Upgrade s to be built by the Corps. The need for the Construction Phase Services will start in late February 2005. The Government intends to solicit and negotiate with PSOMAS under authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or S ervices Will Satisfy Agency Requirements, unless, as a result of an analysis of acceptable responses to this notice, a determination is made by the Government to issue a competitive solicitation. The Sacramento District Corps of Engineers (The Corps) is seeking to identify sources that are uniquely qualified to perform Construction Phase Services on the Deer Creek WWTP Upgrade project. PSOMAS involvement in design development, regulatory approval, and construction coordination of improvements to the District's water treatment plant makes them uniquely qualified, and in the District's opinion, the best choice, to perform Construction Pha se Services (including design) on Phase III of the Dear Creek WWTP Upgrade during construction. There are currently no Government-owned drawings or technical literature for the services described herein. Interested persons may identify their interest and capability to respond to the requirement. Information furnished as a minimum should include app ropriate technical information and professional qualifications that demonstrates the firms ability to meet the minimum requirements listed as follows: 1). Interested firms must be a licensed professional engineering, design and science firm, and must hav e specialized experienced with Wastewater Treatment Plants, in those fields. 2). Information furnished should include detail of applicable technical and professional qualifications in addition to demonstrating past performance on similar projects requiri ng close coordination with other contactors on site. 3). Information furnished must demonstrate the interested firm is able to perform engineering and design efforts associated with Wastewater Treatment Plant Design, construction, operation, and regulator y approval. 4). The firm must be able to demonstrate firms experience with the EID Deer Creek WWTP design and operation. 5). Potential Project personnel from the interested firm must pass a background security check. Information furnished, as a minimu m, should include applicable technical information and professional qualifications that demonstrates the firms ability to meet the minimum requirements listed above. Responses should be limited to a maximum of 10 pages, total. Oral or facsimile response s will not be accepted. However, all information received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response s to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. If the Government determines, based on the responses to this n otice, that a full and open competition will be conducted, a synopsis will be placed in FedBizOpps announcing the acquisition; otherwise, the Government will proceed with negotiations with one source with no further notice.
