Description
This is not a Request for Proposals. The Defense Contracting Command  Washington (DCC-W), on the behalf of the Office of the Provost Marshall General, Headquarters, Department of the Army, intends to award a purchase order on a sole source basis wit h the National Law Enforcement Telecommunication System, Phoenix, Arizona for an associate membership in a telecommunication networking system, linking local, state and federal law enforcement agencies. The North American Industry Classification Code is 51 7118 and the Small Business Size Standard is 1500 employees.The proposed contract action is for services/commodities for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Sou rce. The Government will consider all capability packages received by 7 February 2005. Individual responses to this request for information that may contain company proprietary information must be marked accordingly. Such information will not be released o utside the Government. The Government may revise its acquisition strategy and solicitation requirements based upon industry response. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely with in the discretion of the Government. Please identify the type of small business enterprise your company represents. All questions and/or inquiries must be submitted no later than 4 February 2005 at 1:00 p.m. Capability packages and or/written comments are to be submitted by 1:00 p.m., local time, 7 February 2005. DCC-W point of contact is Mr. Mark Brady, (703) 693-6390, e-mail: mark.brady@hqda.army.mil. No extensions will be granted. No telephonic submissions will be honored. Capability packages shall be delivered using one of the following methods: E-MAIL to Mr. Mark Brady, EXPRESS MAIL CARRIERS: Offers submitted by express mail services (e.g., Federal Express, United Parcel Service, DHL,etc.) shall be submitted to: Department of the Army, Defense Contra cting Command-Washington, Attn: Mr. Mark Brady, Rm. 1C256, 5200 Army Pentagon, Washington, D.C. 20310-5200. HAND-CARRIED: DCC-W Receptionist, Rm. 1C243, The Pentagon, Washington, D.C. 20310-5200. Please advise Mr. Mark Brady no later than 24 hours prior to delivery by both telephone (703) 693-6390 and e-mail (this is to assure that arrangements can be made to accept promptly by appropriate personnel). U.S. POSTAL SERVICE CHANNELS (LEAST PREFERRED METHOD): Department of the Army, Defense Contracting Command- Washington, Attn: Mr. Mark Brady, Rm. 1C256, 5200 Army Pentagon, Washington, D.C. 20310-5200. Because of tightened security measures, this method is strongly discouraged. Packages arriving through U.S. Postal Service are screened and may be opened prior to their receipt at DCC-W. These actions and other uncertain delays are very probable and are entirely outside the control of DCC-W. Any package received in DCC-W through postal channels after the due date will be returned in the same condition it was receiv ed.
