Description
The Air Force Flight Test Center (AFFTC) is seeking sources in California for engineering services. The Future Air Navigation System (FANS)/Communications Navigation and Surveillance/Air Traffic Management (CNS/ATM) has been implemented by the International Civil Aviation Organization (ICAO) for operations in international air spaces. The FANS functionality allows a greater number of aircraft in a smaller portion of space. Current and future military aircraft are undergoing upgrades to their navigation systems to comply with this capability. The FAA has also embraced this standard and is currently implementing its use in the United States. The implementation of FANS continues to grow globally. The Air Traffic Control Communications Test Facility and Avionics System Test (ACTFAST) system, a unique DoD asset, requires the capability to support testing and certification of military aircraft to both the FAA and ICAO mandated standards. To keep up with the expanding role of FANS equipment, the following upgrades to the current capability at the AFFTC are required: South Pacific Regional Ground Station; SATCOM Stand Alone Control Agent (SACA); Additional Data Link Service Provider; Additional Avionics and control room equipment; and additional simulation capability. The South Pacific Regional Ground Station will allow for ACTFAST to test military aircraft with the actual ground station being used in FANS air space. This capability will enhance the testing of military aircraft for these new functions while the equipment is being developed resulting in additional cost savings to the platforms under test. The SACA will provide a portable CNS/ATM test capability that could substantially decrease the amount of SATCOM time needed to fully test CNS/ATM information attack on the aircraft resulting in a large cost savings to the platform. An additional Data Link Service Provider allows interoperability certification with both of the top two service providers worldwide. Additional avionics and control room equipment would increase the test support workload capacity to support the projected increase in demand. The additional simulation capability would increase the fidelity and capability of our current systems and allow for multiple simulation configurations tables test capability and support bug fixes and changes to the ATC workstation. This synopsis is for planning purposes only and does not constitute a solicitation for bid or proposals. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of past experience; (2) related projects and/or existing systems, etc.; and (3) business size. Interested parties need to identify if they fall into one of the following categories: Large Business, Small Business, Hub Zone Small Business, Veteran Owned Small Business, Woman Owned Small Business, or Small Disadvantaged Business.
