Description
The Government has a requirement for the continuation and additional development of an Applicant Tracking System (ATS) for the recruitment and hiring of scientists and engineers (S&E) for the United States Air Force (USAF) civil service. Current recruitment data records will be available in a format consistent with XML HR standards. The following capabilities are required for this effort: (1) Integrate the recruitment data records into existing software and/or infrastructure or create a new system to continue the development and maintenance of the ATS and HRDashboard Business Intelligence system, the Applicant Contact Center, and the Responses Management project managed at Edwards AFB, CA, and the Palace Acquire (PAQ) S&E program managed at Randolph AFB, TX. The ATS shall provide for up to 25 users with ability to add additional users in groups of 10, up to 100 total users. (2) Community and university outreach consulting is required at the following universities to entice students to choose an engineering career as a USAF civil servant: California State University, Northridge; California State University, Fresno; Embry-Riddle University, Daytona Beach; California Polytechnic University; and University of Puerto Rico, Mayaguez. (3) Incorporate the Edwards AFB pilot project into the PAQ S&E ATS. (4) Expand the ATS to allow execution of non-PAQ S&E positions. (5) Map the current ?As Is? hiring processes for the following bases: Edwards AFB, CA; Hill AFB, UT; Wright-Patterson AFB, OH; Eglin AFB, FL; Warner-Robins AFB, GA; and Tinker AFB, OK and develop a new ?To Be? hiring process that will serve as the standard for S&E hiring. (6) Conduct initial interviews with process owners, map the processes using industry standard methodology and tools, and validate and seek approval of first draft maps with process owners. Collaboration with personnel to ensure support and usability on a national scale is essential. (7) Transfer and integrate the recruitment data from the resume database, located at www.afciviliancareers.com to the ATS. (8) Facilitate university relationships between the USAF and universities where S&E PAQ?s were previously hired or are being considered; (9) Provide training for new users of ATS or as a result of system modifications. This may be accomplished onsite or via remote (web) access. For the above requirements, industry comments are solicited. Specifically: 1. Can you integrate recruitment data records into your current system or will a new system be required? 2. What is the delivery time after contract award? 3. Please provide your size standard in your response. 4. Please provide a Rough Order of Magnitude for the effort. Clarification to Item 1. above. The Government currently leases ATS services but does not own ATS software or infrastructure. The Government owns multiple recruitment data records, such as resumes, forms, etc. Is it viable to take these records in an XML HR format and incorporate them into another ATS or would integration of the records necesitate the creation of a new system? This RFI is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI that is marked ?proprietary? shall be handled accordingly. Responses to this RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not to be considered as offers and cannot be accepted by the Government to form a binding contract.
