Description
The Office of Research Services at the National Institutes of Health (NIH) seeks a contractor to perform an in-depth evaluation of the provision of research animal support services to the NIH intramural research community. The goals of this evaluation are to develop a concept of operations for the provision of research animal support services to the NIH intramural program. These services support the scientific mission of the NIH while balancing administrative, fiscal, space and regulatory constraints. The two anticipated goals of this contract will be: (1) To develop and justify a concept of operations for the provision of research animal support services that best meets the many requirements of the intramural program, and (2) to recommend the roles, responsibilities, and authority of a possible Chief Veterinary Officer (CVO) charged with developing, implementing and coordinating the successful operation of the various components of animal care, and associated use, at the NIH. The position of CVO does not currently exist and one aspect of this study is to determine whether such an individual is needed. The successful contractor shall possess, and demonstrate in their proposal, knowledge of the NIH intramural research programs as well as familiarity with provisions and requirements of research animal support services. Previous successful experience in the evaluation of large, multi-faceted programs is essential. The solicitation document will be released on or about February 16 2005, with a due date of March 16, 2005. The planned contract award date is April 29, 2004. A six month period of performance is anticipated.
