Description
The U.S. Census Bureau will release the final Decennial Response Integration System (DRIS) Request for Proposal (RFP) on February 15, 2005. This acquisition is being conducted in accordance with FAR Part 15. The website for this acquisition is located at http://www.census.gov/procur/www/2010dris/index.html The Census Bureau serves as the leading source of quality data about the nation's people and economy. Every 10 years on April 1st, the Census Bureau conducts a Census of Population and Housing under authority of Title 13, U.S. Code. The Census Bureau will conduct the next decennial Census in the year 2010. The Census Bureau will issue the DRIS RFP to obtain a practical solution for the systems, facilities, infrastructure and staffing needed for providing assistance to and capturing data from respondents for the 2010 Census using three media: paper, Internet and telephone. The DRIS components must provide information and assistance, capture census questionnaire response data, standardize and organize the census response data, identify non-respondents, and provide metadata, in order to allow sufficient time for further Government processing. The DRIS contract will provide for all phases of the DRIS life cycle, including system analysis, design, development, integration, and testing; deploying, implementing, staffing and supporting a nationwide production program for the 2010 Census; and post- 2010 disposition and operations support, if needed. The DRIS must optimize automation while meeting data quality, operational, schedule, security, and cost containment requirements. The Contractor?s production system must be fully operational for the 2008 Dress Rehearsal and then for the 2010 Census. Census data provided by respondents is considered confidential data under Title 13, U.S. Code. The Contractor must keep current on issues related to securing confidential data received via paper, telephone, and the Internet, including best practices and emerging technologies, and utilize this information to provide a secure, scalable, and flexible DRIS solution.
