- DESCRIPTION: The National Institute of Standards and Technology (NIST) wishes to identify potential sources to provide services including all labor, supervision, equipment, and materials required to handle, package, label, mark, placard, remove from the NIST Gaithersburg, Maryland site, transport to specifically identified Environmental Protection Agency (EPA) approved- or permitted Treatment, Storage and Disposal, or Recycling (TSDR) facilities, and ensure regulatory disposal of NIST?s hazardous, acutely-hazardous, regulated and ?nonregulated? materials and gas cylinders.*****The Government anticipates that capable firms will possess expertise and successful past experience and performance in the handling, packaging, labeling, marking, placarding hazardous- and acutely hazardous waste and gas cylinders, removal thereof from research type facilities similar to NIST, and transporting and disposing thereof in accordance with all local, state, and federal regulatory requirements. Furthermore, it is expected that capable firms and their agent(s) or subcontractor(s) have a proven positive track record of compliance with all regulations, including obtaining, maintaining, and complying with all relevant, applicable, and appropriate codes, licenses, ordinances, registrations, resolutions, operating permits, etc. involved in administering, supervising, segregating, handling, packaging, labeling, marking, loading, securing, manifesting, placarding, transporting, storing, treating, and ultimately regulatory disposing of NIST?s waste chemicals, i.e., acutely-hazardous, hazardous, regulated, and ?non-regulated? or mixtures thereof.*****THIS SOURCES SOUGHT NOTICE IS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IN NO WAY COMMITS THE GOVERNMENT.** This is not a solicitation for proposals, nor will a contract/order be awarded in response to this notice.** Costs associated with vendors? providing information in response to this announcement and any additional requests for information and/or materials will NOT be reimbursed.***** Interested, capable vendors/parties shall submit a capability statement in response to this Sources Sought Notice, including, at a minimum, the following: * (a) Technical discussion of vendor?s ability to perform the type of services described above; (b) Name of Company-include a contact person's name, telephone number, and email address; (c) Company Address; (d) Company Size (please specify as either-Large, Small, Small Disadvantaged, Woman Owned Small Business, Veteran Owned Small Business, Service-Disabled Veteran Owned Small Business, 8(a), Hubzone Small Business) or other; (e) Identify whether you are interested in this acquisition as a prime contractor or a subcontractor; (f) Identify whether the services identified in herein are of a type offered and sold competitively in substantial quantities in the commercial marketplace based on established catalog or market prices and whether these services are exclusively provided to the Government; (g) Identify standard commercial terms and conditions typically associated with these services; (h) Describe experience and past performance with similar types of requirements of similar scope and magnitude and whether they were performance-based (with contract number, Government agency name and address and contract funded amount; (i) Identify existing or potential pricing structure in support of this type of work; (j) Identify qualifications of technical and management personnel; and (k) Identify and clearly mark any proprietary processes or data.*****Vendors shall submit response, via email, facsimile (FAX: (301) 975-6273), or by mail, in duplicate (one original and one copy) to, National Institute of Standards and Technology, ATTN: TAMARA GRINSPON, Acquisition Management Division, 100 Bureau Drive?STOP 1640, Gaithersburg, MD 20899-1640, on or before 3:00PM EST, February 4, 2005.*****
