Description
SOURCES SOUGHT NOTICE. This Request for Information is for planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Coast Guard, Engineering Logistics Center (ELC). The purpose of this Request is to obtain written submissions to identify potential sources that are interested in and capable of performing the work described herein. ELC welcomes written submissions from all private sector concerns that have the capacity to perform. SUBMISSION CONTENT AND FORMAT: (10 page limit) GENERAL: Respondents must list a principal point of contact, with phone number and email address, as well as any website associated with your organization. SPECIFIC: Qualified respondents are required to furnish written submissions of no more than 10 pages that describe your organization's overall understanding of the notional requirements statement as well as your capabilities and qualifications necessary to support our requirement. In addition, your response should include your proposed technical and management approach as well as cost estimate to support a one year age exploration effort. All proprietary information should be marked as such in your submission. Submissions will be reviewed by United States Coast Guard personnel and will be held and protected in a confidential manner. SUBMISSION PROCEDURES: Electronic copies of the proposals are preferred and may be submitted via e-mail. Questions pertaining to this effort or electronic copies of submissions may be submitted to the contracting officer via e-mail to: cdreszer@elcbalt.uscg.mil . E-mailed questions shall have "AGE EXPLORATION" in the subject line. NOTIONAL REQUIREMENTS STATEMENT: The Coast Guard is seeking companies who are capable of performing "age exploration" on select U.S. Coast Guard equipment. The term age exploration has its origins with Reliability-Centered Maintenance. "Age Exploration" is a process used to collect specific data to replace estimated or assumed values that were used during initial maintenance development. Age exploration tasks are used to collect specific data from actual operational and test environments to replace the assumptions that were made during the initial maintenance analysis and PM task development efforts. AE data may reveal the need to extend, shorten or, in some cases, establish or eliminate PM tasks. Other references for application of age exploration can be found in (Nolan and Heap, NAVAIR). ISSUE: The U.S. Coast Guard utilizes 225 horsepower, six-cylinder outboard engines with a total engine population including spares exceeding two thousand four-hundred for a recently procured class of boats. Significant resources will be expended in maintaining these engines. For this reason, the preventive maintenance system to support these engines must be optimized. As a means to improve and optimize the maintenance, an "age exploration" program in the context of Reliability-Centered Maintenance (RCM) needs to be accomplished. DISCUSSION: Since historical maintenance data for this outboard engine is not available, OEM (original equipment manufacturer) recommended maintenance has been the only avenue to select initial tasks and intervals. Age exploration will be used to determine the applicable and effective maintenance tasks and intervals in order to reduce the cost of unnecessary and/or ineffective maintenance. Submissions must describe the age exploration process and how the application of RCM will be factored into the process. A listing of current generic maintenance requirements for the outboard engines is as follows: PMS Task Description -Periodicity: Replace gear case oil - 100 hours of operation; Inspect and adjust throttle linkage - 100 hours of operation; Inspect and adjust Idling speed - 100 hours of operation; Inspect and service Water separator - 100 hours of operation; Replace low pressure fuel pump filter - 100 hours of operation; Replace outboard engine oil and filter - 100 hours of operation; Lubricate outboard engines - 100 hours of operation; Inspect timing belt -200 hours of operation; Check crankcase breather tubes - 200 hours of operation; Replace fuel strainer on the high pressure side - 400 hours of operation; Inspect and replace outboard engine spark plug - 200 hours of operation; Inspect thermostat -200 hours of operation; Inspect fuel lines - 200 hours of operation; Inspect Alternator belt - 200 hours of operation; Inspect and adjust valve clearance - 200 hours of operation.
