Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 13 and the format in Subpart 12.6 as supplemented with additional information included in this notice. The government intends to acquire on a competitive basis the following items: Item 0001 ? 36 Each Antenna and Cable monitor 225, Item 0002 ? 1 Each PC Tool interface software, Item 0003 ? 19 Each 19 inch rack shelf with universal power, Item 0004 ? 2 Each Antenna and Cable monitor, Freq range L2, RF input NF, RF output NF, monitor port conn N, input voltage 11, Item 0005 ? 1 Each 19 inch rack with universal power supply, Item 0006 ? Shipping Cost to Oceana, VA. (See attached Critical Features List). I. BACKGROUND: Antenna and Cable Monitor a. In order to obtain Voltage Standing Wave Ratio (VSWR) readings remotely, NAS Oceana will implement these Antenna and Cable Monitors. These units will track failures and historical records of all microwave and radio transmission lines. They will be able to identify any line problems and degradations. The Antenna and Cable Monitors will be installed and interfaced to the existing communication infrastructure. II. GENERAL: a. Functionality: At the minimum, the Antenna and Cable Monitor shall be able to provide VSWR readings and identify antenna and cable faults of radio and microwave transmission lines, remotely. b. Frequency Range: 225 MHz ? 520 MHz c. Measurement Range: 2.5 to 100 W d. Contact Rating: 100 Vdc @ 0.5 A e. Power Requirements: + 11 to + 26 Vdc f. Protocol: Serial RS 232, 9600 baud, no parity, 8 data bit and 1 stop bit, no hand shake (TCP/IP desired if available) g. Reset: Local mechanical reset switch, remote input. h. Voltage Standing Wave Reading (VSWR): 1.1, 960 to 2400 MHz, N Connectors. i. Visual Alarm: Illuminating light to indicate an alarm. III. PHYSICAL: a. Dimensions: i. Width: Shall not exceed 4.75?? ii. Height: Shall not exceed 4.2?? (7.55?? with connectors) iii. Depth: Shall not exceed 1.06?? b. Connectors: i. Alarm/Power Connector: 15 pin male ?D? connector ii. Monitor Connector: Female N connector iii. Interface Port Connector: Female DB-9 connector (Compatible with IBM PC AT serial port) iv. RF Input Connector: Female N Connector v. RF Output Connector: Female N Connector c. Weight: Shall not exceed 2 lbs. IV. Accessories/Options a. Antenna and Cable Monitor, 19?? Rack Shelf with Universal Power Supply. b. PC Tool Interface Software ? PC software, displays Antenna and Cable Monitor readings and alarms, controls alarm set points. c. User Guide ? The Antenna and Cable Monitor shall be supplied with a user guide manual. The manual shall contain a complete and detailed documentation describing the operation and functions of the Antenna and Cable Monitor. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) No. is N00244-05-T-0297. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-26 and Defense Acquisition Change Notice 20050113. The Standard Industrial Classification Code is 334515; the small business size standard is 500. The government is seeking quotations from qualified businesses that have experience with the antennas, cable, racks and software. The Government intends to award a Single Award Firm Fixed Price purchases order for the required supplies. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general pu! blic. Express warranties shall be included in the contract. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well as the following addendum clauses: FAR 219-1, Small Business Program Representations; FAR 52.211-5, Material Requirements. 52-217-9 Option to Extend the Term of the Contract. 52.232-18, Availability of Funds. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies with the following applicable clauses for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era, FAR 52.222-36, Affirmative Action for Workers with Disabilities; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7001, Buy American Act and Balance of Payment Program; and DFARS 252.225-7012, Preference for Certain Domestic Commodities; and FAR 52.211-6, Brand Name or Equal. OF! FERORS ARE REQUIRED TO COMPLETE AND INCLUDE A COPY OF THE FOLLOWING PROVISIONS WITH THEIR PROPOSALS: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practice s (e.g. on company letterhead, formal quot! e form, etc.) but must include the following information: 1) Company's complete mailing and remittance addresses, discounts for prompt payment, if any (e.g. 1% 10 days), anticipated delivery/availability of product/s, the company's CAGE code, Dun & Bradstreet Number, and Taxpayer ID number. In addition, if you are quoting on a comparable commercial item, product literature must be included. All FAR certifications and representations specified above must also accompany your quote. IMPORTANT NOTICE: DFARS 252.204-7004 "Required Central Contractor Registration" applies to all solicitations issued on / or after 06-01-98.
