Description
The Naval Air Systems Command intends to negotiate a cost plus fixed fee contract modification with Bell Helicopter Textron, Inc. under the H-1 Engineering, Manufacturing, and Development Contract (EMD) Number N00019-96-C-0128 for the non-recurring effort associated with the 2005 Component Fatigue Testing to fulfill the testing and evaluation requirements. Bell Helicopter Textron, Inc. is the only firm known to possess the detailed familiarity and in-depth engineering knowledge, necessary expertise and drawings/data. This requirement will be procured in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source.
