Description
Military Sealift Command proposes to acquire, by negotiation, one clean, approved, coated U.S. flag tanker with the following minimum particulars: ? U.S. flag ? Maximum age of 15 years throughout life of the charter ? Minimum carrying capacity 35,000 BBLs ? Require segregated ballast tanks (SBT) and inert gas system (IGS) ? Minimum of 3 segregations (intended DFM, JP5, JP8, gasoline) ? Minimum 5 ton cargo hose handling boom/crane at the manifold ? Ability to lighter call at port with submarine pipeline with cruciform bitts and hose supports on the rail of the manifold connection ? Minimum speed 12 knots laden in moderate weather with minimum cruise range of 5,000 NM ? Ability / equipped to perform cargo operations pierside ? Ability / equipped to perform cargo operations at anchorage (adequate fendering) ? Ability to mechanically clean at sea. ? Double hull required ? ISM / ISO certification ? Maximum LOA 400 ft and maximum DWT 8,000 LT ? Must meet all MSC force protection requirements, including training and equipment (weapons, chemical, biological, and radiological protection) ? Must meet all MSC communications requirements, including Inmarsat / voice, fax, email capability, and cellular phone ? Must hold current terminal vetting approvals for all oil terminals in the region ? Must maintain acceptable SIRE rating ? Must be able to call at Government depots in the region; at a minimum: Korea - Ulsan, Onsan; Japan - Hachinohe, Chimuwan, Sasebo ? Akasaki / Iorizaki / Yokose, Iwakuni, Hakozaki; U.S. territories - Guam, Kwajalein, Wake Island, Johnston Atoll, and Midway. Port characteristics are given in Attachment 1. For companies seeking waivers, Hachinohe port authorities have, in some instances, waived limiting port restrictions. Offerors must obtain approval from port authorities prior to award for exceeding size limitations, including DWT. The initial period of performance is about one year, with three one-year option periods and one eleven-month option period.
