RESPONSE DATE AMMENDED TO 2 FEB 05. DELIVERY LOCATION AMMENED TO PCO WAREHOUSE, UMM QASR, IRAQ THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FEDERAL ACQUISITION REGULATION (FAR) SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION IS AVAILABLE VIA EMAIL FROM jonathan.long@CPA-IQ.ORG. The Project and Contracting Office, Baghdad, Iraq has a requirement for specialized scientific equipment, parts and supplies and necessary training, for the Iraq Oil Exploration Company oil exploration laboratory. Delivery shall be 60 days after award to PCO LOGISTICS WAREHOUSE - UMM QASR, IRAQ. This solicitation, W914NS-05-Q-0026, is issued as a Request for Quotation (RFQ) with payment terms by U.S Government net 30. This action is unrestricted and provides for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-23 and DFARS Change Notice 20040513. The associated NAICS code is 213112. Detailed shipping instructions are included with the solicitation. OIL EXPLORATION LABORATORY EQUIPMENT Contact contracting office for table of CLIN 0001 - 0022, 0024, 0025 Please note the training and support requested. 0023 Training by suitably experienced and qualified personnel on-site Iraq in oil company personnel handling & using equipment. Estimate 1 person for three days on-site. 1 LOT 0026 Service for supply, inspection, testing and calibration of the equipment, including provision of information & technical support to end user during first six (6) months of operation 1 LOT 1.1 Performance Requirements 1.1.1 Contractor shall demonstrate past history, knowledge, experience and ability to supply oil exploration laboratory equipment by providing a list of past jobs within two (2) years and Contractor profile. 1.1.2 Delivery required is sixty (60) days following the date of award to PCO Logistics Warehouse, Umm Qasr, Iraq. Logistics information can be found at http://www.rebuilding-iraq.net. 1.1.3 All instruments and equipment are to be of up to date versions (state of the art). 1.1.4 Contractor Project Coordinator: Contractor shall, after successful award, assign a project coordinator responsible for the following activities: 1.1.4.1 Act as a single point of contact for all communication between the PCO Oil Contracting Office and Contractor. 1.1.4.2 Monitor and expedite all of the Contractor?s and Sub-Contractor?s activities to ensure compliance with the agreed schedule and the requirements stated in this requisition and it?s reference documents. 1.1.4.3 Monitor and expedite responses to PCO Oil Contracting Office?s communication with the Contractor. 1.1.5 Contractor shall provide English documentation/drawings and include the supply of all Documentation to define the Equipment supplied for the purposes of: 1.1.5.1 Usage for the intended operation. The Contracting Officer will evaluate quotes on the basis of Price and Technical acceptability equally. Past Performance and delivery Schedule will be factors of consideration. The selection of a contractor for award will be based on the ability to meet specification acceptability (offeror shall include detailed product description that highlights specifications and qualifications) delivery schedule, and price. Offerors are cautioned that unsupported promises to comply with the RFQ requirements will not be sufficient. Quotes must provide convincing documentary evidence in support of any conclusionary statements relating to promised performance. Past performance will be considered, although of lesser importance than the delivery schedule, price and technical elements of the proposal. Offerors should provide references for other contracts and/or subcontracts for items of similar scope. Projects cited and past performance references should be recent (within the last 2 years of the date of the quote). The references should be limited to a brief description of the service provided, together with client points of contact (include email address and phone number of references). Each offeror will be evaluated on their performance under existing and prior contracts for similar services during the past three years. The Government will focus on information that demonstrates quality performance relative to the size and complexity of the procurement under consideration. The record of past performance, or the lack thereof, will be an important factor in the assessment of the risk involved in the quote. Offerors must state whether they will be able to comply with the delivery requirements. In accordance with Federal Acquisition Regulation 52.216-1 Type of Contract, the Government anticipates award of a firm fixed price contract, with delivery 60 days after receipt of award (ARO). In accordance with Federal Acquisition Regulation 52.212-2 Evaluation-- Commercial Items, Offerors should submit with their quotation: (1) Price proposal which shows the proposed unit price for each line item, line item total amount, and a total offered proposal price; (2) Technical documentation featuring the salient characteristics of each line item that demonstrates they understand the specifications stated in the line item (3) Past Performance history within the last two years that demonstrates the Offerors ability to provide the required commercial items and meet required Delivery schedule; (4) Completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items (MAY 2002), and Alternate I (APR 2002); (4) Contractor Duns and Bradstreet (DUNS) number; (5) Contractor Cage Code; and (6) An affirmation that it has an active registration on the Central Contractor Registration (CCR), which is at the website www.ccr.gov.
