Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. STATEMENT OF WORK - IT SUPPORT Directorate of Public Works 5050 Tevis Street, Bldg. 305 Attn: AFCZ-DPW-B Fort Carson, Colorado 80913-4001 1.0 General The purpose of this effort is to provide on-site computer technical support for all aspects of the DPW (Directorate of Public Works). The Contractor shall work closely with DPWs Business Support Division (BSD) and the Directorate of Information Management (DOIM) to insure close cooperation between this and other tasks already in progress. 1.1 Objectives Provide Computer/LAN support services to DPW post-wide. 1.2 Environment 1.2.1 Hardware LAN network, IBM compatible computers, ADP/Telecommunications. 1.2.2 Software Windows 2000/NT/XP, Remote Desktop Management, (Tivoli/SMS) Remedy, Microsoft Office 2000/XP, Norton, Compupic Pro, Network Security, MicroStation (Version 95/SE/J/8), IFS, FIRMS, E911 Systems, HOMES, Pulsar, WINEST, Fire and Emergency Services application of SunPro, SQL, Supply 2000 FEDLOG, MGE, Oracle through MGE, Wapiti Micro Systems/Traffic View Traffic Control Systems, WFS_Plus98 Detailed Information, Behave and Behave Plus, EPM, SIS, SASEM, FARSITE, FOFEM, NFPA, Incident Qualification System, NEXUS Fi re Behavior and Hazard Assessment System, ICS Forms Electronic Catalog (NOAA) Hazard Materials Response Division. 2.0 Technical Services Required: The contractor, as an independent contractor and not as an agent of the Government, shall support the Fort Carsons Directorate of Public Works Business Support Division by assisting in providing on site technical support . The contractor is not permitted or required to bind or commit Fort Carson, the Army, or the United States. Specific tasks to be performed by the contractor under this contract are listed below. 2.1 Scope of Work Upgrade existing computer equipment and install new equipment and software. Troubleshoot hardware and software problems and support the Local Area network. 2.2 Statement of Work The Contractor shall perform the following: Staging and dismantling computer equipment Maintaining Windows 2000/NT/XP servers and workstations Supporting file and print servers Troubleshooting problems (Hardware, Software & LAN) Answering users computer questions 3 Expertise Three to five years experience/expertise in the following areas, as indicated above and to include as a minimum MCSE and A+ certification: 3.1 ADP/Telecommunications Skills 3.2 Hardware/Languages Skills 3.3 Software Knowledge and Skills 4.0 Government Furnished Resources 4.1 Facilities, Supplies, and Services The Government will provide office supplies, work areas, network connections, forms, desks, reproduction services, access to microcomputers, software, and telephones, on an as is basis at no cost to the contractor. 4.2 Documentation Pertinent documentation for present systems will be provided as needed. Also, documentation explaining organizational, financial, and other constraints and requirements for required new systems will be provided. All provided documentation remains the sol e property of the government and will be returned upon completion of this task. 5.0 Place of Performance Work will be performed on-site at the following government installation: Directorate of Public Works Fort Carson, CO 80913-4001 6.0 Coordination The contractor will be required to respond to and coordinate with government personnel during the hours of 0700-1530 Monday through Friday, except on government holidays. Overtime may be required both after hours Monday through Friday, weekends and holidays, but not to exceed 50 hours per year. The government furnished resources identified in section 4.0 may be obtained during these hours. Any variation from this schedule will require prior approval. 7.0 Duration of task The start date for this project is 01 March 2005 with an end date of 28 February 2006, (1920 hours per contract year), with two option years. 8.0 Security and Privacy 8.1 Clearance ADP 1 Classification as per AR 380-19, paragraph 2-16 8.2 Privacy Act The provisions of the Privacy Act of 1974 protect information included in this task order; therefore, all personnel assigned to this task will take proper precautions to protect the information from disclosure. 9.0 Progress Reports/Invoices The contractor shall coordinate the work schedule with the Government POC. Bi-weekly reports shall contain an accurate, up-to-date account of all work completed during the two week period and hours performed. Invoices shall be submitted, in accordan ce with FAR 52.212-4 (g), on a monthly basis to: COR, Directorate of Public Works, 5050 Tevis Street, Bldg. 305, Ft. Carson, CO 80913-4001. Invoices will be paid by Contract Specialist using a Government Purchase Card (GPC). 10.0 Evaluation and Staffing Most important in the evaluation criteria is the ability to maintain the servers, workstations, supporting files and servers. Troubleshooting problems and answering users computer questions is the next highest priority. It is anticipated that one (1) IT Specialist is required to complete the tasks outlined in this statement of work. The contractor must be experienced as noted in paragraphs 1 and 3 above and acceptable to both the Contracting Office and Fort Carson. This is a fixed-price perfo rmance-based contract, the contractor will be expected to apply the resources necessary to achieve satisfactory performance. ADDITIONAL INFORMATION BASIS OF AWARD Award shall be made to the responsible offeror submitting the lowest priced, technically acceptable offer. Lowest priced will be in accordance with FAR 52.217-5, Evaluation of Options. In order to be considered technically acceptable, the successful offe ror must have three to five years experience as noted in paragraphs 1, 2 and 3 above A resume providing two or more references with point of contact information must be included with the quote. VEHICLE REGISTRATION Fort Carson military installation is a limited access post with controlled gate openings and closures. Gate operating times and procedures are listed in a policy letter published by the Provost Marshal Operations Division. A current copy of this letter i s available on request to the Contracting Officer. Unscheduled gate closures by the Military Police may occur at anytime and all personnel entering or exiting the installation may experience a delay in doing so due to vehicle inspections, registrations, w earing of seat belts, etc. No price adjustments will be made for any delays resulting from gate closures or controls. Contractor-owned vehicles operated on Fort Carson must be marked with company name. All Contractor personnel operating a privately owned vehicle (POV) on Fort Carson must comply with installation requirements of registering vehicles operated on the post. Proper state registration, proof of insurance, a valid driver's license, and a vehicle registration letter signed by the Contracting Offi cer are required in order to register a POV. The Contracting Officer will provide the vehicle registration letter upon request by the Contractor. When employees no longer work at the facility on Fort Carson, the Contractor shall insure that Post stickers are removed from POV and returned to the PMO. WAGE DETERMINATION U.S. Department of Labor Wage Determination/Decision 94-2080 REV 22 is incorporated into this solicitation and shall be applicable to any resultant contr act (Attachment 5). The proposed contract is set-aside 100% for small business concerns. For this acquisition, the Small Business Size Standard is $21M and the NAICS Code is 541519. (End of clause) 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999) The Government may require continued performance of any services within the limits and at the rates specified in contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 calendar days of contract expiration. (End of clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 15 calendar days of contract expiration; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 30 c alendar days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
