Description
GENERAL EXTERIOR/INTERIOR PAINTING MILITARY FAMILY HOUSING (MFH) UNITS. Exterior/interior and maintenance/repair of approximately 738 MFH units at Charleston Air Force Base (AFB), South Carolina. Dollar magnitude is $1,000,000.00 to $5,000,000.00. The contract will have a base year and 4 potential option years for a possible 5 years. The contractor shall provide all materials, equipment, tools, labor, supervision, and other items necessary to perform all work under this project at Charleston AFB SC. The work includes but is not limited to: performing all necessary services for exterior/interior painting, vinyl siding repair and installation, pressure washing, trim details, walls and ceiling refinishing, vinyl floor covering and stripping and waxing of MFH units located in two major sections, the main base (on the East side of Dorchester Road west of the main industrial complex) consisting of approximately 484 units and Hunley Park (on the West side of Dorchester Road) consisting of approximately 254 units. This solicitation will be issued as unrestricted and will be evaluated using Performance Price Tradeoff (PPT) procedures, resulting in the Best Value to the Government. A firm-fixed price contract is contemplated. The Government reserves the right to award a contract to other than the lowest price. This project is being considered first for 100 percent set-aside for Service Disabled Veteran (SDV) small business concerns. If not enough interest is received from SDV small business concerns, it will then be considered for 100 percent set-aside for 8(a) small business concerns. If not enough interest is received from 8(a) small business concerns, it will then be considered for 100 percent set-aside for HUBZone small business concerns. Interested SDV, 8(a), AND HUBZone small business concerns should indicate interest to the Contracting Officer, in writing, as early as possible but not later than 10 calendar days of this notice. As a minimum, the following information is required: (a) a copy of your letter from VA certifying your status as a SDV (if available) or a copy of the certificate issued by SBA of your qualifications as an 8(a) or HUBZone concern, (b) a positive statement of your intention to bid on this contract as a prime contractor; (c) evidence of recent experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, and point of contacts and telephone numbers; (d) evidence of bonding capability to the maximum magnitude of the project to include both single and aggregate totals. All of the above must be submitted in sufficient detail for a decision to be made on availability of interested SDV, 8(a), or HUBZone small business concerns. Failure to submit all information requested may result in a contractor not being considered as an interested SDV, 8(a), or HUBZone small business concern. If adequate interest is not received from SDV, 8(a), or HUBZone small business concerns, the solicitation will be issued as unrestricted without further notice. Therefore, replies to this notice are requested from all business concerns as well as from SDV, 8(a), and HUBZone concerns. The applicable North American Industry Classification System (NAICS) code is 238320, with a small business size standard of $12,000,000.00. It is anticipated the solicitation will be issued electronically on or about 11 Feb 05 on Federal Business Opportunities web page at http://www.eps.gov. Paper copies or CDs will not be available. Once the solicitation is posted, it is incumbent upon all interested parties to review this site frequently for any updates/amendments to any and all documents. All prospective contractors must be registered in the Central Contractor Registration (CCR) in order to be eligible for award.
