- NA The Volpe National Transportation Systems Center (Volpe Center) intends to negotiate on a sole source basis, under the statutory authority of 41 U.S.C.253(c)(1) Only one responsible source and no other supplies or services will satisfy agency requirements, with a small business, Nelson Companies located in Natick, Massachusetts. This requirement will be conducted using Simplified Acquisition Procedures, FAR Part 13. Nelson Companies has completed Phase I of the facilities space management study by completing the programming and preliminary space use plan under a separate Volpe Center contract arrangement. This follow-on effort is for Phase II to develop a final space use plan. The period of performance is estimated to be from the date of award through May 15, 2005. The North American Industry Classification System (NAICS) Code 541990 and the Small Business Size Standard is $6.0M. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This proposed action is for services for which the Government intends to solicit and negotiate with only one source under authority in FAR Part 6.302. Interested small businesses have 15 calendar days from the date of publication of this synopsis to submit in writing to the below named point of contact, clear and convincing documentation of their company?s capability to provide required services. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The RFQ issuance will be on or about February 11, 2005.
