Description
The US DOE National Nuclear Security Administration (NNSA) Service Center intends to procure, on a sole item/sole source basis, the Knight???s Armament Company MK-11 MOD 0 (SR-25) (a sole item) from Knight???s Armament Company, 701 Columbia Blvd., Titusville, FL 32780 (a sole source) to satisfy the critical mission requirements of the NNSA Office of Secure Transportation (OST). NNSA OST has determined that the Knight???s Armament Company MK-11 MOD 0 (SR-25) is the only item capable of meeting NNSA OST mission requirements, and the Knight??? s Armament Company is the only firm capable of providing 150 each of the items within the required delivery schedule. This procurement is a Small Business Set-Aside, and Knight???s Armament Company is a Small Business under North American Industrial Classification System Code 332994, with a size standard of 1000 employees. The NNSA decision to select the MK-11 MOD 0 (SR-25) is based on testing by two DOE facilities over a two-year period. Multiple weapons systems were tested and Knight???s MK-11 MOD 0 was chosen based primarily on the following test results: (1) the kit is supplied with a sound suppressor that reduces the overall signature of the weapons report; (2) the sound suppressor acts as a flash suppressor reducing the muzzle blast, which decreases the likelihood of someone observing the shooter???s position, a feature unique to the SR-25; and, (3) the MK 11 MOD 0 was designed specifically for use with the M118LR sniper round, currently in production from Lake City Arsenal (testing conducted by NNSA OST demonstrated that the effectiveness, range and accuracy of the MK 11 was increased to approximately 1,200 yards when operated in conjunction with the M118R round). Accordingly, the NNSA Service Center intends to conduct this sole-item/sole-source procurement under authority of Federal Acquisition Regulation (FAR) 6.302-1 and no other items or sources will be considered. A public solicitation will not be available. This notice satisfies the requirements of FAR Part 5. The estimated value of the procurement is $1.2 M.
