Description
The U. S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Aero Laser GmbH for the purchase of an Ultra-Fast CO-Monitor (air craft version). It is essential that the system meets or exceeds the following specifications for use in atmospheric research projects: 1) Time resolution of measurement less than 100 milliseconds 2) Concentration resolution of 1 ppbv (at 1 second averaging time) 3) Detection limit less than 1.5 ppbv (at 1 second) 4) Size and weight must be suitable for aircraft use (Less than 50 lbs) and mountable in a 19" rack (Less than 9" height) 5) Power requirements suitable for aircraft (24VDC) or ground-based (110VAC) use. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE 100K). This synopsis is issued for information only. No competitive solicitation is planned. Based on our market research, Aero-Laser GmbH is the only vendor who can meet all of the requirements of this procurement. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
