Agency's Most Efficient Organization (MEO), Langley Research Center, Hampton, VA 23681 NASA conducted an OMB Circular A-76 standard competition using Tradeoff Source Selection process. Three proposals were received. After an integrated assessment of the equally weighted Mission Suitability and Cost Factors, the Agency Tender was determined to represent the best value to the Government.
