NAICS Code 517110; Facilities-Based Telecommunication Carriers (except wireless): This synopsis is for search of sources that are Facilities-Based Telecommunication Carriers (except wireless) capable of providing Local Telecommunication Services, Local Access Services, and/or Data Transmission Services for GSA Federal Agency customers in the states of Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee and/or in the geographical areas of the following cities within the Southeast Sunbelt Region: Albany, GA, Asheville, NC, Athens, GA, Atlanta, GA, Augusta, GA, Birmingham, AL, Brunswick, GA, Charleston, SC, Charlotte, NC, Chattanooga, TN, Columbia, SC, Columbus, GA, Dothan, AL, Eglin AFB, FL, Ft. Myers, FL, Gainesville, FL, Greensboro, NC, Gulfport, MS, Huntsville, AL, Jackson, MS, Jacksonville, FL, Key West, FL, Knoxville, TN, Lakeland, FL, Lexington, KY, London, KY, Louisville, KY, Macon, GA, Melbourne, FL, Memphis, TN, Miami, FL, Mobile, AL, Montgomery, AL, Myrtle Beach, SC, Nashville, TN, Orlando, FL, Panama City, FL, Pensacola, FL, Raleigh, NC, Rome, GA, Sarasota, FL, Savannah, GA, St. Petersburg, FL, Tallahassee, FL, Tampa, FL, West Palm Beach, FL, Wilmington, NC, and Winston-Salem, NC. Offered services should include, as a minimum but not limited to, digital information transport and processing for connection of voice, video, and data terminals to the Public Switched Network (PSN), Internet Protocol World Wide Web (IPWWW), Local/Wide Area Networks (LAN/WAN), Point to Point Connectivity, Digital Subscriber Line (DSL), Local Dial Access Primary Rate Interface (PRI), Local Dial Access Digital DS1/T1, Local Digital DS1/T1 Point to Point, Frame Relay Point to Point, and Local Telephone Directory Listings. Facilities-Based Telecommunication Carriers shall directly plan, design, furnish, install, implement, maintain, deliver, and control all local signal processing and transmission infrastructure required for fulfillment of the telecommunication services specified in the solicitation and comply with Section 508 standards of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d). Service delivery requirements, as dictated by the dynamics of the Government, may be expanded over the period of contract performance for new, improved or additional services, technological refreshment substitutes, or engineering changes. GSA, FTS, prefers Multiple Awards, Indefinite Delivery, Indefinite Quantity, Fixed Price, Performance-Based contracting for each state and city location. For individual city solutions, Offerors must be capable of providing service to the entire geographical area of the city as described in the solicitation, not just to a particular building or a portion of a city. For state solutions, Offerors are encouraged to identify and offer other areas not aforementioned by offering portions of a state or statewide solutions not to include cities that will be evaluated separately. Ultimately, it will be the Offeror’s choice on how many cities and/or state solutions to propose. All solutions must be facilities-based comprised of entities using their own facilities. Offerors must be qualified Facilities-Based Telecommunication Carriers (except wireless). Each city and state clin will be evaluated separately for best value being the lowest reasonable price(s), technically acceptable, responsible source(s) with acceptable past performance records. Exchanges may occur in accordance with FAR Part 15.306. Fair Opportunity will be considered for each order exceeding $2,500 that is issued under multiple award contracts unless one of the statutory exceptions applies in accordance with FAR Part 16.505(b)(2). GSA may use Blanket Purchase Agreements (BPAs) to establish accounts with contract awardees to fill recurring emergency requirements (e.g. homeland security, executive orders, etc.) within a stated performance period of the contract when following the fair opportunity procedures of the solicitation. After receipt of sources sought responses and before issuing a solicitation, GSA, FTS, will contact the Small Business Administration (SBA) Procurement Center for review of the proposed acquisition in accordance with FAR Part 19 policies. Responsible and qualified Facilities-Based Telecommunication Carriers (except wireless) having the capability of furnishing the above services are requested to give written notice (including telephone number and point of contact) to the acquisition office listed in this notice within fifteen (15) calendar days from the date of this publication. GSA will issue a solicitation package to all interested sources responding to this publication.
