Description
The Army is soliciting full and open competitive proposals for a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. This Two Step acquisition requires a proposal technical sample as well as pricing and administrative data. For sa mples to be submitted, the government will supply the tubing and a layout board, however: the layout board is of limited quantity and must be returned to the government within 5 days of receipt. Interested offerors must request the sample tubing (consumabl e) and layout board (returnable loaner) from James Lightfoot email:james.lightfoot@redstone.army.mil or Fax (256)842-8029, in writing, after solicitation issuance, and at least 10 days prior to the solicitations closing date. The applicable NAICS code is 315999. The scope of work includes full build to specification production of the Air Warrior (AW) Microclimate Cooling Garment (MCG). The minimum production quantity is 2000 MCGs and the maximum quantity 100,000. The offered unit price is to include shipping, testing, data expense. Range options up to 100,000 units will be solicited. The contractor shall furnish the personnel, facilities, equipment and materials necessary fabricate or purchase, assemble, test and deliver MCGs in accordance with (IAW) the Statement of Work (SOW) at Attachment A, Performance Specification /Item Specification for the Microclimate Garment AVNS-PRF-10174, provided at Attachment B, and the Technical Data Package (TDP), PL2-11-001, Attach ment C. It should be noted that the Liquid Quick Disconnect PL2-11-009 within the TDP, and as set forth in Section B of the solicitation, is not applicable to this effort. Deliveries: Initial order with First Article testing has 120 days after date of order (ADO) Subsequent orders have 90 days ADO. Production rate: 500 or greater, units per month, per order. The Contractor shall develop and implement an approved product acceptance system that demonstrates compliance to the required performance specification, including Contractor Tested, Government Witnessed First Articles. A First Article Test shall be conduct ed on the MCG at the MCG manufacturing facility. First Article test units shall not be retained as manufacturing standards.
