- The Directorate of Contracting at Fort Jackson, SC has a requirement for rewrite FM1-05, Religious Support Operations on the Future Forces with emphasis on the operations in the Joint Interagency and Multinational (JIM) environment at the tactical, o perational and strategic levels. Contractor shall complete a written and digital version of a document which delineates a new doctrine which portrays how Chaplains will execute the roles and responsibilities of their core competencies as religious leaders at all levels in the modular army within the future force. This work includes specific non-proponent and joint doctrine reviews related to religious support in the future force to include participating in In-Progress Review meetings, working group sessions , coordination meetings and conferences for the development of religious support. Support shall be in person or by tele- or video-conferencing at the discretion of the Director of Combat Development, USACHCS. Contractor shall be a studied professional inti mately knowledgeable in the areas of concern and concentration of this requirement and shall possess an extensive body of understanding and experience as a senior chaplain in supervising religious support teams at the Command Chaplain, US Joint Forces Comm and level. Contractor shall have an understanding of Joint Doctrine and have senior chaplaincy experience in supervising military chaplains in the JIM environment with a special focus on how religious support contributes to the mission requirements of the commander in the modular army in the future force. The Government intends to negotiate this requirement under FAR 6.302-1, Only One Responsible Source and no other Supplies or Services Will Satisfy Agency Requirements.
