- This is a sources sought announcement only. There is no solicitation available at this time. Requests for a solicitation will not receive a response. The North American Industrial Classification System (NAICS) code is 517212 with a SBA size standard of 1500 employees. Contractors must identify their business type (i.e., large, small, small and disadvantaged, 8(a) certified, woman-owned small, HUBZone certified small, or service disabled veteran-owned small business)in their response. The Air Force Flight Test Center (AFFTC))/Information Technology (IT) Directorate is seeking potential sources capable of establishing a Virtual Private Network at Edwards Air Force Base (AFB), California. Basic period of performance is expected to be one year, 1 Oct 2005 through 20 Sep 2006, with four one-year option periods. The anticipated type of contract is Firm-Fixed-Price. This network will provide coverage and wireless service for the AFFTC and Air Force Research Lab (AFRL) to include radio dispatch, radio private call, messaging, blackberry services, and telephone. The contractor will be required to provide radio handsets which contain the direct connect feature for the minimum defined geographical region as follows: Edwards Air Force Base, Rosamond, Lancaster, Palmdale, Barstow, Mojave, and the Los Angeles areas. All wireless infrastructure equipment utilized must operate within the 800 to 900 MHz frequency range. Utilization of any frequencies outside this range may pose a potential interference to flight test operations. Firms capable of performing the described services are invited to submit a description of their capabilities and experience in writing. Responses shall be limited to 15 pages and should include, as a minimum, (1) evidence of relevant past experience; (2) related projects and/or existing systems, etc; and (3) business size as described above. This sources sought synopsis is for planning purposes only and does not constitute a solicitation for bids/proposals. It is not to be construed as a commitment by the Government. The Government does not intend to pay for any information provided under this synopsis. Responses will assist the Government in determining whether to set-aside/restrict competition in some way, or solicit offers from all responsible sources. All respondents are reminded of the required Central Contractor Registration (CCR) requirement to be considered eligible for any potential Department of Defense contracts.
