Description
In accordance with FAR Part 12 and using procedures of FAR Part 13, the U.S. Environmental Protection Agency, working with Environment Canada and numerous local, state, and regional bodies is currently planning to begin an analysis of whether it should designate one or more SOx Emission Control Areas (SECAs) adjacent to North America (e.g., the West Coast, Gulf Coast, and East Coast) under MARPOL Annex VI (the international treaty addressing air emissions from ships). The contractor shall undertake a thorough examination and assessment of the global marine fuels market that focuses on five fundamental questions: 1) What are the general trends in the global marine fuels market, 2) How will the designation of SECAs in the Baltic and North Sea between 2006 and 2007 affect the global market, 3) How can we expect the major suppliers of marine fuel (e.g. Singapore, Hong Kong, Saudi Arabia, Mexico) to modify refining capacity in light of these demands, 4) How would the designation of one or more SECAs adjacent to North America (West Coast, Gulf Coast, East Coast) further affect the market, and 5) What increases in shipping costs and the specific affects to the U.S. and North American economy can be anticipated as a result of these actions. Qualified contractors shall have experience in analyzing the marine fuels market, knowledge of the shipping industry, and expertise in modeling and analyzing the petroleum refining industry. This procurement will be made using "Best Value" evaluation criteria and will be competed using Full and Open Competition. The EPA anticipates the award of an Indefinite-delivery/Indefinite-quantity type contract. The solicitation is expected to be issued February 3, 2005 and close 21 days thereafter.
