Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Division intends to acquire on a full and open competitive basis (see NOTE below) support services for the Navy Warfare Development Command (NWDC), Concepts Development Department, Newport, RI to include concepts and doctrine development, requirements analysis, and management of external command communications. Support will be provided at NWDC, Newport, RI and USJFCOM J9, Suffolk, VA and may also be required at various off-site locations as designated by NWDC. Travel will be required in support of this requirement. All personnel proposed to perform under the resultant contract must hold a Secret clearance at a minimum. Additionally, all personnel proposed to perform work in support of concept and doctrine development and concept validation must hold a Top Secret clearance. Required tasks include, but are not limited to, concept and doctrine research including presentation development and support of layout and publication of concepts and doctrine; assisting in the harvesting and maturation of innovative conceptual ideas from the fleet and other sources; conduct research to support development of required operational capabilities needed to implement Navy, naval and joint concepts; concept validation; and participation in trade shows and other external events providing content for the website, newsletter and brochures. The solicitation shall contain a requirement for a base period of performance beginning 1 June 2005 through 30 November 2005 with four (4) one-year renewal option periods. The estimated level of effort is 6,024 man-hours per year. A cost plus fixed fee, term type of contract is anticipated. Offerors shall be required to submit both cost and technical proposals. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541330 and $23M, respectively. The size standard is based on the industry classification of the services being procured. The size standard defines the maximum size that a firm, together with all of its affiliates, may be to be eligible for Federal small business programs and to qualify as a small business for purposes of submitting a proposal under the NAICS code identified under this instant acquisition. All responsible sources may submit a proposal which shall be considered by FISC Norfolk, Philadelphia Division. NOTE: THE REQUIREMENT IS BEING SOLICITED ON AN UNRESTRICTED BASIS. HOWEVER, ANY AWARD UNDER THIS SOLICITATION WILL BE MADE ON A COMPETITIVE BASIS TO AN ELIGIBLE, RESPONSIBLE SMALL BUSINESS CONCERN, PROVIDED THAT A MINIMUM OF TWO COMPETITIVE OFFERS ARE RECEIVED FROM ELIGIBLE, RESPONSIBLE SMALL BUSINESS CONCERNS AS DETERMINED IN ACCORDANCE WITH THE EVALUATION CRITERIA SET FORTH IN THE RESULANT SOLICITATION. IF A MINIMUM OF TWO COMPETITIVE OFFERS FROM ELIGIBLE, RESPONSIBLE SMALL BUSINESS CONCERNS ARE NOT RECEIVED, ANY AWARD UNDER THE SOLICITATION WILL BE MADE ON THE BASIS OF FULL AND OPEN COMPETITION FROM AMONG ALL RESPONSIBLE BUSINESS CONCERNS SUBMITTING OFFERS, REGARDLESS OF SIZE STANDARD IN ACCORDANCE WITH THE EVALUATION CRITERIA SET FORTH IN THE RESULTANT SOLICITATION. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. The solicitation is expected to be released within 15 days of this posting. The closing date for receipt of proposals will be established in the RFP. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See www.ccr.gov for further information and instructions.
