Description

The Bureau of Reclamation Snake River Area Office-East has a requirement for Stop Log Lumbers at the Minidoka Field Station located thirteen miles northeast of Rupert, Idaho.This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR 12.6, as supplemented in accordance with the format included in this notice. This announcement constitutes the solicitation. The Request for Quote (RFQ) is being issued as 05SQ140015; and proposals (including the completed FAR 52.212-03 Offeror Representations and Certifications-Commercial Items) are due February 08, 2005. The RFQ incorporates revisions and clauses in effect through FAC 2001-27. This is a total small business set aside. The NAICS code is 321113, the small business standard is 500 employees. The Government anticipates award of a firm-fixed price contract resulting from this solicitation on or about February 22, 2005, that is most advantageous to the Government. Following are the applicable provisions and contract clauses incorporated by reference: FAR 52.212-1 Instructions to Offeror -Commercial Items; FAR 52.212-2 Evaluation-Commercial Items, amended as follows: The following factors shall be used to evaluate offers: a) ability of offered items to meet Government requirement; b) delivery date; and c) price; FAR 52.212-3 Offeror Representations and Certifications-Commercial Items; FAR 52.212-4 Contract Terms and Conditions-Commercial Items; FAR 52.212-5 paragraph (b) is tailored to incorporate the following clauses: FAR 52.219-6 Notice of Total Business Set Aside; FAR 52.222-3 Convict Labor; FAR 52.222-19 Child Labor - Cooperation with Authorities and Remedies; FAR 52.222-21 Prohibition of Segregated Facilities; FAR 52.222-26 Equal Opportunity; FAR 52.222-35 Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era and Other Eligible Veteran; FAR 52.222-36 Affirmative Action for Workers with Disabilities; FAR.222-37 Employment Reports on Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; FAR 52.232-33 Payment by Electronic Funds Transfer- Central Contractor Registration; and c) FAR 52.204-07 Central Contractor Registration. THE REQUIREMENT: 1 ) 448 pcs. of stop log lumber with the following specifications: (a) actual size -3"x 6"x 12' ; b) #1 or better dense Doug Fir; c) Kiln dried to 19% and stable; d) no moisture content of more than 27% at the time of delivery; e) free of heart centers; f) no sap wood; g) no wane or warp; and h) meet the specifications of Western Wood Products Association Grading Rules. Delivery shall be FOB destination to 951 E. Minidoka Dam Road, Rupert, ID 83350. To ensure lumber meets the specifications, lumber shall be inspected upon delivery.
