- The North American Industry Classification System (NAICS) code is 237990 with a size standard of $28.5 million. Contractor must be registered in the DOD Central Contractor Registration (CCR) prior to award of this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. The work consist of construction of new New Ellenton Barricade and demolish existing facility on Road 2 at the Savannah River Site (SRS) near New Ellenton, SC. Project will include new pavin g and stripping, new entry plaza consisting of new administration building, toll stations, and security barriers under weather canopy. The project magnitude is between $1,000,000 to $5,000,0000. The solicitation and any subsequent amendments will only be available in electronic format, downloadable from the internet. No CD-ROMs or hardcopy documents will be distributed. Offerors must register on the website below in order to view or download the solicitation documents. It is the responsibility of the offeror to monitor the website for notices and amendments. The registration form and solicitation documents can be found at http://ebs.sac.usace.army.mil/ebs/AdvertisedSolicitations.asp. The solicitation will be posted on or about 15 February 2005, with p roposals due on or about 17 March 2005. This is intended to be an unrestricted solicitation. However, all HUBZone or Service-Disabled Veteran-Owned certified firms with capability to perform this work are encouraged to make their interest known to the po int of contact identified below as soon as possible. If at least two qualified HUBZone or Service-Disabled Veteran-Owned firms become known to us prior to the date the solicitation is issued, we may elect to set-aside this project in accordance with proced ures of FAR subparts 19.13 or 19.14, as applicable. Order of preference is HUBZone first then Service-Disabled Veteran-Owned. If no such firms make their interest known prior to the date the solicitation is issued, the solicitation shall be issued on an u nrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project.
