Description
By way of this notice, and in accordance with FAR 6.302-1, the Jacksonville District, U.S. Army Corps of Engineers, announces its intention to award a sole source contract to Great Lakes Dredge and Dock Company for the renourishment of the Broward Co unty beaches which were damaged as a result of last years hurricanes. This work, which is limited to replacement of erosion losses attributed to the hurricanes, is authorized by PL 84-99. To achieve maximum protection, the work should be completed prior to the next hurricane season, which begins in June 2005. The estimated quantity of beach fill required is approximately 244,000 cubic yards. The length of beach to be renourished is estimated at 6.8 miles. The borrow area is located approximately 5.0 t o 10.0 miles from the project site. Magnitude of construction is between $5,000,000.00 and $10,000,000.00. The local sponsor of this project, the Broward County Department of Planning and Environmental Protection (DPEP), is also going to award a contract for additional renourishment. Physically, the material authorized by PL 84-99 must be placed prior to the countys additional material. All material will come from the same borrow area. At this time, DPEP plans to award their contract to Great Lakes Dr edge and Dock on or about February 1, 2005 and give them notice to proceed on or about February 4, 2005. The DPEP is the permittee for the state Water Quality Certification and also has the Department of the Army permit for this renourishment. For enviro nmental reasons, DPEP has indicated that they will not delay their contractor to allow the Corps of Engineers contractor to go first. And, for logistical and environmental reasons, the county will not allow two separate contractors to work simultaneousl y. For these reasons, we believe Great Lakes Dredge and Dock is only source capable of performing this work within the required timeframe.
