Description

Selfridge Air National Guard Base, Michigan is soliciting competitive proposals for Indefinite Delivery- Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) for projects in support of Selfridge ANGB, Alpena CRTC, other National Gua rd locations in Michigan and other Federal Agencies located on Selfridge ANGB MI. Multiple awards in the following areas will be made pursuant to this solicitation; Vertical Construction and Demolition, Horizontal and Roofing at Selfridge ANGB and Horizont al Construction at Alpena CRTC, MI. Offerors will be given the opportunity to propose individually on the subject disciplines of Vertical Construction and Demolition, Horizontal or Roofing or all of the disciplines if qualified. Vertical Construction and Demolition work includes, but is not limited to, multi-disciplined construction and repair for facility alteration, renovation and modernization; Horizontal construction work includes, but is not limited to construction and repair for airfield and road/pa rking lot pavement, asphalt, concrete, storm water collection systems, duct banks for communication and electrical, and airfield lighting systems. Roofing project work includes, but is not limited to construction and repair for slate, ply-modified bitumen , liquid spray applied membrane, sheet metal/standing seam and asphalt roofing systems. A Design Build option is also included. These contracts will consist of a Base Award Period of two (2) calendar years, and three (3) one-year option periods. Total con tract period, to include options, shall not exceed five (5) calendar years. Delivery Orders will range from $2,000.00 to $3,000,000.00. The total of individual task orders placed against this contract shall not exceed $20,000,000.00 for Vertical Constructi on, $10,000,000.00 for Horizontal Construction at Selfridge ANGB, $5,000,000.00 for Horizontal Construction at Alpena CRTC and $7,000,000.00 for Roofing projects to any one contractor. The applicable SIC Codes are 1542, 1611 and 1761, North American Indus try Classification System (NAICS) Code are 236 and 237 with Size standard for Small Business of $28.5M and NAICS Code 238 with Size Standard for Small Business of $12M annual receipt for the past 3 years. The government intends to award a minimum of nine (9) individual MATOC contracts for Vertical Construction, providing sufficient qualified contractors present offers. A minimum of three (3) awards will be set-aside for Emerging Small Businesses (See FAR 19.1002 for definition) provided that a sufficient number of qualified contractors present offers. Three (3) awards will be made to 8(a) and /or HUBZone and/or Service-Disabled Veteran Owned qualified contractors provided a sufficient number of qualified contractors present offers. All other awards wil l be unrestricted and are being made pursuant to the Small Business Competitiveness Demonstration Program, FAR 19.1007(a)(2)). A minimum of five (5) individual MATOC contracts for Horizontal and Roofing Construction will be awarded provided a sufficient n umber of qualified contractors present offers. A minimum of two (2) awards will be set-aside for Emerging Small Business (See FAR 19.1002 for definition) provided a sufficient number of qualified contractors present offers. A Small Business subcontracting plan will be required if the offeror is a large business and must be submitted with offer. The proposals will be evaluated in accordance with the source selection process in FAR Par t 15.3 and DFAR 215.3, source selection procedures. Proposals will be evaluated on Past Performance, Technical, and Price Evaluation of Prototypical/Seed Proje cts. Prospective offerors must submit a written past performance and technical proposal and a price proposal to be considered for award. It is anticipated that the solicitation will be available for distribution on or about 15 February 2005. A site vi sit and Pre-proposal conference is scheduled for on or about 23 February 2005. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and should register in accordance with the requirements to be pro vided in the solicitation, prior to attending for clearance to the facility.
