Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The purchase requirement number is F7321S501103 and the solicitation is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 01-13. This solicitation is 100% set aside for small business concerns. The associated NAICS code is 423860, and the small business size standard is 500 employees. This requirement consists of two line items. Line Item 0100: The items sought are twenty (20) each of Visual Assault-Zone Marking Panel Systems-orange/cerise (VAMPS) or equivalent items. Line item 0200: The items sought are forty (40) Visual Assault Zone Marking Panels- Cerise/Cerise or equivalent items. VAMPS are designed for marking dirt or asphalt runways. They are a treated nylon fabric panel suspended between two aluminum poles. The poles are attached to a bungee system that allows the panel to withstand high winds (propeller/jet blast) and return to its upright position. Each system comes with its own stakes, tie downs and poles. The VAMPS are 72inches long and 17inches high. The system rolls up for easy storage. The model numbers is AMS-0004-OC-00001 (Orange/Cerise) and AMS-0004-CC-00001 (Cerise/Cerise). If providing equivalents, please provide specifications. FOB shall be destination, and shipping should be included in the unit price, and a total price shall be provided. The contractor shall annotate a delivery time after receipt of award (in days). The provision at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. Paragraph (o) is changed to read: The contractor shall provide all standard commercial warranties to the government. The provision at 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this solicitation. The provision at 252.225-7001, Buy American Act and Balance of Payments Program. The provision at 252.232-7003, Electronic Submission of Payment Requests, applies to this solicitation. The contractor certifies that it can meet the delivery date by submitting a quotation. The provision at 52.252-2, Clauses Incorporated by Reference, applies to this solicitation. The contractor shall return a completed copy of this provision with its quotation. A copy of the provision may be attained from http://farsite.hill.af.mil. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition. The following FAR clauses identified at paragraph b of FAR 52.212-5 are considered checked and are applicable to this acquisition: (13-16), (24), and (29).
