- The Air Force Flight Test Center (AFFTC), Edwards AFB CA has a requirement for non-personal advisory and assistance services (A&AS) to fully support Aerospace Research, Development, Test and Evaluation (RDT&E) activities at the AFFTC. The requirement embraces strategic and enterprise-wide concepts by making these services available in support of interrelated and joint RDT&E efforts for partnering and alliance units such as, but not limited to, AFFTC?s Western Range Partners (Nevada Test and Training Range (NTTR), Utah Test and Training Range (UTTR) and Electronic Combat Range (ECR)), System Program Offices (SPOs), Air Force Operational Test and Evaluation Center (AFOTEC), Science and Technology (S&T) Communities, Defense Advanced Research Projects Agency (DARPA), and National Aeronautical Space Administration (NASA). The services shall be provided by an experienced, highly qualified and skilled, fully trained, professional, and dedicated workforce with the requisite systems engineering (SE) disciplines and security clearances to successfully perform the ARDTEAS requirements. Services include; Management and Professional Services, support, assistance, advice, and training for the efficient and effective management and operation of organizations, activities, or systems to develop and implement plans, programs, and procedures and provide documentation; Studies, Analyses and Evaluations, services require a variety of organized, analytical assessments and evaluations to understand and evaluate complex issues to improve development, decision-making, management or administration of RDT&E and environmental processes; Engineering and Technical Services, SE/TA advice and training required to support ground and flight test and related activities. The contractor shall apply scientific methods and robust, rigorous SE disciplines and processes to support a variety of engineering and technical services. The acquisition will be 100% set-aside for small businesses under North American Industry Classification Systems (NAICS) Code 541710. The anticipated fixed-price-award-fee phase in period is on or about 1 Jan 06 through 31 Mar 06, followed by a cost-plus-award-fee basic period on or about 1 Apr 06 through 30 Sep 06, with twelve (12) one year options. The solicitation will be electronically posted on FedBizOpps (http://www.fedbizopps.gov). All responsible sources may submit a proposal which shall be considered by the agency. AFFTC has established a SE/TA Recompete Library, which is located at http://www.edwards.af.mil/contracting/bsx-redirect.html.
