Description
This notification is a Request for Information to assist the Department of Health and Human Services (DHHS), Centers for Medicare & Medicaid Services (CMS) in an assessment process on how to best proceed in creating an efficient and effective framework for tracking True Out-of-Pocket costs (TrOOP) under the Medicare Part D program. Comments are invited by February 4, 2005 and can be submitted to TrOOP@cms.hhs.gov. A draft Statement of Work will be found shortly on the CMS website as well. CMS will not be responding to specific questions/comments. CMS is soliciting comments for providing information to the PDP and MA/PDP that will allow for the most accurate calculations of the beneficiary's TrOOP under the Medicare Part D program. CMS' requirements will include, but not be limited to, the coordination of enrollment file sharing, claims process and payment, application of the protection against high out of pocket expenditures by tracking these costs and the annual out of pocket threshold. CMS envisions a system of information sharing between CMS, Medicare Part D plans, pharmacies, State Pharmaceutical Assistance Programs (SAPS), group health plans, insurers, and other third party arrangments. Our goal is to leverage, to the extent feasible, the capabilities of existing architectures, standards, and business processes that are part of current industry practices. Pharmacies are a key partner to the process of ensuring that the benefit is delivered properly to the beneficiary and the best solution would be one that is familiar to our partners that have to receive and deliver the benefit. Subsequent to this notice, CMS will use the same reference number and post additional background information, diagrams, and more information on specific points that should be addressed by those providing comments. It is recommended that interested parties register through this notice in order to be alerted to all subsequent notices under this same reference number.
