- This synopsis is amended to eliminate the requirement for Coast Guard Certified equipment. This project consists of the renourishment of the Pinellas County-Sand Key beaches which were damaged as a result of the recent hurricanes. The estimated quant ity of beach fill required is 1,200,000 cubic yards. The length of beach to be renourished is estimated at 9.0 miles. The borrow area is located approximately 22.0 miles from the project site. The type of dredging equipment that will probably be required f or this project is a spider barge with pumpout capability. Detailed project description and performance period will be provided in the solicitation. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. The solicitation will be issued on or about 29 November 2004 with bids due on or about 1 March 2005. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. Solicitation will be issued in electronic format only and will be posted on our website. All interested bidders must register electronically. If you are not registered, the Government is not responsible with providing you with notifications of any changes to this solicitation. NOTE: Solicitation number W912EP-05-B-0001, Beach Renourishment Projects, is hereby cancelled in its entirety. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSI BLE BIDDERS ARE ENCOURAGED TO PARTICIPATE. Since the Government is not aware of two or more small business firms, we plan to issue an unrestricted solicitation for this work no earlier than 15 days from the date this announcement first appears in FedBizOpp s. However, all 8(a) certified firms, HUBZone certified firms, and other small business firms with capability to perform this work are encouraged to make their interest known to the point of contact identified below as soon as possible. If at least two qua lified 8(a) firms or at least two qualified HUBZone firms become known to us prior to the date the solicitation is issued, we may elect to set-aside this project in accordance with procedures of FAR subpart 19.8 or 19.13, as applicable. If less than two qu alified 8(a) certified firms and less than two qualified HUBZone certified firms make their interest known, but at least two small business firms make their interest known, we may elect to set-aside this project in accordance with procedures of FAR subpart 19.5. If no such firms make their interest known prior to the date the solicitation is issued, the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project.
