- This project is for contractor assistance to evaluate aircraft design and maintenance history and develop an operational service life limit by serial number for vendor airtankers and Forest Service owned DC-3TP aircraft. The contract period is for eight months, not to exceed twelve months. The contractor is required to evaluate up to 13 Douglas airtankers and 2 Forest Service owned Bassler DC-3TP aircraft. Therefore, the USDA Forest Service intends to acquire on a sole-source basis an evaluation of the structural fatigue and damage tolerance for the Douglas airtankers and Forest Service owned Bassler DC-3TP aircraft from Genesis 3, 800 Rosearch Drive, Suite 115, Woodland Park, CO 80863. Any offeror interested in submitting a technical proposal in response to this notice is invited to do so. Proposals shall provide a complete explanation of how they propose to evaluate the structural fatigue and damage tolerance of the Douglas aircraft and the Bassler DC-3TP aircraft, their experience and past performance history in performing this type of work, and their ability to interface with Douglas to obtain necessary information regarding the original configured aircraft. Please note that proposals received as a result of this notice will be considered only for the purpose of determining whether or not it is possible to obtain competition.
