Description
The Department of the Interior, Minerals Management Service, intends to award a sole source purchase order for participation in the "Steel Catenary Riser (SCR) Integrity Management" Joint Industry Project (JIP). The objective of this JIP is to facilitate a pro-active industry approach to integrity management, shared operator experience and deliver a risk-based integrity management methodology for SCRs. Key objective of the JIP include developing a systematic methodology for the integrity management of SCR field systems; identify and describe current best technology in terms of Inspection and Monitoring Methods for SCR's; provide framework and web-based software for structured record-keeping to allow periodic demonstration of fitness for purpose and/or to justify extension of service life; identify emerging technologies and technology gaps relating to for SCR inspection and monitoring; develop an approach for validation of design methods and key design assumptions; provide a forum among JIP participants for sharing experiences in SCR integrity and design technology; and to publish guidelines on SCR integrity management, for possible input to an API or ISO code. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The intent of this Special Notice is for informational purposes only. However, all information received within 15 working days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
