- Description
- The National Oceanic and Atmospheric Administration (NOAA) National Weather Service (NWS), Silver Spring, MD, intends to issue a competitive solicitation for the acquisition of real-time cloud to ground lightning data, with an option for integrated lightning (cloud to ground, between cloud, in cloud, and cloud to air). The contractor shall provide lightning data for the entire contiguous U.S. and Puerto Rico (Zone 1) and adjacent coastal waters and land areas out to a distance of 500 km with options to cover up to an additional 25 zones of world-wide coverage. The lightning data will be use by NOAA bureaus and other federal agencies (e.g. DOT/FAA, DOD, BLM, USDA, NASA). This contract is intended to provide for a continuation of existing lightning data support. The contractor shall communicate the lightning data to specified Government sites for display, processing and redistribution to additional Government sites. In addition the contractor shall identify hardware and software needed to receive, display and transfer the data to the Government systems. The Government may acquire the identified hardware and software under the contract at it option. The Government intends to use the lightning data in Government generated products. The Government also intends to redistribute Government generate products if the lightning data cannot be extracted from the products. Furthermore, the Government intends to archive Government generated products. The contractor shall also maintain or permit the Government to maintain an archive of the lightning data. The contract shall be for a one year base period commencing on October 1, 2004, and include options for an additional 4 years. In addition the Government may award multiple contracts for the additional 25 zones at its option. An indefinite quantity type contract with firm fixed unit prices is contemplated. The procurement will be accomplished utilizing FAR Part 12, Acquisition of Commercial Items.
